OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary healthand community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology.

The WHO European Centre for Primary Care in Almaty, Kazakhstan is a European reference point on primary health care led health system policies with a focus on demonstrated country impact. Building on the legacy of the Alma-Ata and Astana Declarations, the Center focuses on developing pragmatic and actionable policy recommendations to strengthen primary health care using a multi-disciplinary approach. The Center contributes to all three pillars of the EPW and each of its four flagships. It aims to inspire action at country level to move towards UHC by producing and disseminating state-of-the art evidence on effective models of primary healthcare within an overall integrated health systems approach. The Center contributes to strengthening therole of primary health care in health emergencies including in the continued COVID-19 pandemic. Finally, it contributes to better health and well-being by strengthening primary healthcare to address upstream determinants of health through greater integration with public health services, and through stronger links to mental health, long-term care, social services.

DESCRIPTION OF DUTIES

The purpose of the post is to provide Member States with contextualized, systematic and sustained technical policy advise on strengthening primary health care services. This post is instrumental to advance universal health coverage through providing evidence-based support in the revision of national policy frameworks, health governance arrangements, implementation mechanisms, policies and guidelines related to primary health care. The post will also facilitate cross-countrylearning and exchange of experiences. It will contribute towards enhancing Member States' response capacity to health emergencies and support the ongoing processes of health sector transformationto improve the health and well-being of people in the region. Under the guidance of the Senior Advisor and the Centre's Head of Office, the incumbent will assume the following core responsibilities and tasks:

Core tasks in advisory role for country support:

Host platforms of policy dialogue and exchange: the incumbent maps out and engages with key stakeholders including national and sub-national authorities, non-governmental organizations, development partners, and practice-level change agents and nurtures regular connection with country-level primary health care task forces;

Provide technical advice on primary health care policies: the incumbent provides and mobilizes technical assistance to Member States to revise their policy frameworks, policies and guidelines to (i) expand the scope of PHC practice appropriate with 21st century health and well-being goals, (ii) to strengthen models of primary health care to deliver expanded scope of practice reflecting multi-platform and multi-disciplinary approaches and serving the vulnerable; (iii) to strengthen the model of care to better respond to emergencies; (iv) to align and activate health system enablers around the model of care; and (v) to tailor design policies to national and sub-national context;

Streamline EPW Flagships into PHC policies:the incumbent ensures a connection between PHC policies at country level andthe four EPW Flagships;

Support implementation: the incumbent supports Member States in reviewing health governance arrangements including key roles and responsibilities fori mplementation of primary health care reforms.

S/he advises on implementation approach including anticipating and addressing implementation barriers;

Demonstrate country impact: targeting select Member States, the incumbent reviews specific PHC performance monitoring frameworks in place, mobilizes expert technical support for its revision and improvement, mobilizes technical assistance to ensure solid data collection and analysis, and ensures demonstration of impact including of WHO's contribution.

Contribute to planning, coordination, management, reporting: the incumbent engages in shaping WHO's country BCA's and workplans,coordinate with other programs, and report achievements.

Core tasks in technical role for regional inter-country work:

Contribute to evidence generation and translation: The incumbent contributes to the activities of the Centre to synthesiz eknowledge, evidence, experiences, models, approaches and best practices to facilitate learning and technical co-operation across countries in primary health care-led service delivery;

Contribute to cross-country platforms of engage: The incumbent contributes with technical expertise to shaping and hosting virtual and face-to-face platforms of exchange (workshops, round table discussions, conferences, demonstration sites) to share cross-country experiences and facilitate discussion among Member States;

Contribute to capacity building events: The incumbent contributes with technical expertise to shaping and delivering WHO's capacity building program on primary health care policy by preparing and delivering technical content (e.g. international evidence, etc);

Contribute to preparation of governing body events: the incumbent contributes with technical expertise to regional and global governing body events and documents with technical materials;

Collaborate with networks: the incumbent takes part in collaboration with regional and sub-regional professional networks active in advancing primary health care to draw on their expertise and extend the impact of the Centre.

Perform any other duties within the technical area of responsibility asassigned by the supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master's level) in medicine, public health, health policy, public administration, health management, other social or political sciences relevant to the post. Desirable: Post-graduate or doctoral degree in any of the above.

Experience

Essential: A minimum of 7 years of professional experience both at primary healthcare practice and policy levels, and at least 3 years of international experience.

Demonstrated experience in one of the following technical areas: development of policy frameworks for primary health care, implementation of primary healthcare reforms, design of primary health care service delivery models, planningand management of primary health care services, and/or designing and delivering training programs on primary health care policy.

Desirable: Relevant professional experience working with(in) WHO, the UN or other international organizations.

Skills

Demonstrated knowledge designing and implementing primary health care reforms oriented to improving populationhealth and well-being outcomes. Demonstrated knowledge ofthe socio-demography, and political economies of the WHO European Region. Emotional intelligence: Ability to identify and manage one's own emotions, as well ashelping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1751 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
