OBJECTIVES OF THE PROGRAMME

WHO is the specialized agency of the United Nations with the objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans and through WHO's technical cooperation programmes, integrating a gender, equity and human-rights based approach. WHO seeks to address the pledge of leaving no one behind in the programme areas to achieve the national health goals by providing needs-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national technical forums as well as contribute to regional and global public health platforms.

The objective of the planning unit is to strengthen the WCO and enhance collaboration with national health authorities and partners by providing technical support and assistance in health planning, resource mobilization and management of WHO collaborative programmes, and by providing increased interface through advocacy and documentation.

DESCRIPTION OF DUTIES

Under the direct supervision of Planning Officer and overall supervision of WHO Deputy Representative, the incumbent will:

  1. Develop an innovative partnership and resource mobilization strategy and plan for WCO Indonesia to ensure sustainable financing for technical activities.
  2. Identify opportunities to develop new and existing synergies with other UN agencies and development partners
  3. Prepare information for Ministry of Health, UN agencies and other development partners on the strategy, design, relevance and impact of programmes, to advocate for the work of WHO Indonesia.
  4. Build and maintain close relationships with the ASEAN Secretariat.
  5. Establish and manage a network of donor contacts. Participate in donor coordination meetings; contribute to negotiations for donor contributions.
  6. In close cooperation with the technical teams, contribute to the identification, design, formulation and negotiation of new projects and programmes; draft concept notes and project documents for discussion with partners.
  7. Examine donor interests and requirements.
  8. Maintain project calendars and milestones; analyse information on project activities and monitor progress towards targets.
  9. In coordination with the Communications and Planning teams, research, write and edit information material in support to resource mobilization activities.
  10. Liaise with SEARO/HQ on the required legal and financial clearances and engagement with donors whose agreements are managed by HQ.
  11. Perform any other duties, as required by the supervisor.
  12. Submit an end of assignment report (mandatory).

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor's degree in health or social sciences, international relations, development management, communications, marketing, economics, business or public administration from a recognized University

Desirable: Advanced university degree (master's level or above) in the above fields. Specific studies in resource mobilization, communication, and/or development. Training in donor intelligence, proposal writing, and general project management.

Experience

Essential: At least five years of experience in fundraising activities, writing grant proposals, donor reports and related documents; experience in the development of effective partnership arrangements. Demonstrated experience at international level.

Desirable: Prior working experience with WHO/UN, or with an international nongovernmental or recognized humanitarian organization.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1727 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
