OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropicaldiseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

Within CHP, the Vaccine Preventable Diseases and Immunization Programme (VIF) aims to reduce disease and death caused by vaccine-preventable diseases by: strengthening routine immunization programmes by achieving and maintaining high vaccination coverage with childhood vaccines; ensuring that all children, adolescents, adults, and women of childbearing age have equal access to safe and high-quality immunization services; ensuring that epidemiological surveillance, including laboratory networks, is sufficient to achieve and sustain disease elimination targets; supporting the implementation of an immunization week to promote immunization; and fostering appropriate partnerships with governmental and intergovernmental agencies, nongovernmental organizations and other relevant partners.

DESCRIPTION OF DUTIES

Under the technical leadership of the Regional Adviser VIF, the incumbent will support regional efforts in response to COVID-19 pandemic with provision of operational and logistics assistance to deployment of the COVID-19 vaccine including assistance to strengthen national vaccine-preventable disease control and elimination programmes. The technical assistance is provided within theframework of EU COVID-19 Vaccination and Vaccine Preparedness and Deployment Programme for the Eastern Partnership.

  1. Provide technical support to WHO Country offices for the required operational and procurement support in the implementation of the country level action plan linked to the deployment of COVID-19 vaccine and implementation of COVID-19 vaccination.
  2. Provide technical support in identifying and devising solutions to the operational challenges in the countries linked to tailored immunization service delivery platforms for COVID-19 and routine vaccines which include human resources, vaccine and cold chain management.
  3. Review the status of the operational and logistics challenges in access to resources for successful deployment of COVID-19 vaccine in the countries.
  4. Document the operational challenges and interventions in delivery of the strategic programmatic areas for preparedness for and deployment of COVID-19 vaccine.
  5. Review fund allocation to WHO Country offices and support with monitoring of the utilization of funds and implementation of agreed activities in work plan.
  6. Coordinates the sub-regional & regional level operations and coordination linked to COVID-19 vaccination and routine immunization programme activity implementation.
  7. Coordinates with relevant programme units in WHO HQ, WHO Regional office and WHO Country Offices to coordinate the required collaboration on operations and logistics including support to prepare reports on project implementation for the donor.
  8. Undertake any other duties asper the need.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in any of theareas of Public or Business Administration, Logistics Management or Engineering from an accredited and recognized academic institution. Desirable: Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistics, transport or supply management and monitoring.

Experience

Essential: Minimum 7 years experiences in delivery of operational and logistics support in emergency/outbreak situation, part of it which in the field supporting emergency humanitarian operations. Desirable: Work experience with WHO or UN agencies, health clusters partners, recognized humanitarian organization or with an international non-governmental organization. Experience or knowledge of import/export and customs administration

Skills

Knowledge of WHO guidance and policies in the area ofimmunization; Operation and Logistics, emergency response and/or COVID-19response; Strong analytical skills and ability to review and synthesize information from multiple sources; Excellent Communication, Facilitation and Report-writing skills; Strong interpersonal skills, able to work acrosscultures and with the capacity to build strong working relationships; Knowledge of Office software applications.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3364 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
