OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The primary objective of the Department of Health Systems and Services (HSS) is to strengthen health systems based on Primary Health Care, supporting universal health. Its work encompasses the following areas: strengthening of health systems stewardship and governance to achieve universal health and address the social determinants of health, including social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; health policies, and technical cooperation; and developing human resources for health.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Medicines and Health Technologies (HSS/MT), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical support for the implementation of activities included in the entity’s program of work and the Organization’s Strategic Plan; provide support for the implementation of technical cooperation in the area of work of health systems and services, with a focus on the donation and transplantation of organs, tissues and cells;
  2. Contribute and support the planning, coordination, execution, and national evaluation of the lines of action agreed in support of the implementation of the regional strategy for donation and equitable access to organ, tissue and cell transplantation, in particular the components of policy, regulation, service organization, transplantation program, voluntary donation, quality control, biovigilance and auditing;
  3. Collaborate in providing analysis of the wide range of inter-institutional activities related to the implementation of the strategy and the donation action plan and equitable access to organ, tissue and cell transplants, seeking and identifying critical areas to align cooperation with the goals of the regional strategy for donation and transplantation and the health systems of the countries;
  4. Provide support for capacity building, networking, and improvement of capacities of Member States to implement national action plans on donation and transplantation including organization of services, registers, biovigilance, and all aspects related to the access of transplant therapy, optimizing availability and minimizing waste and ensuring transparency; carry out field visits in the countries of the region, as needed;
  5. Support the development and coordination, as well as monitoring and follow up of national and regional biovigilance initiatives;
  6. Provide technical support for development and implementation of plans, guidelines, protocols and documents as tools for strengthening and building capacities at national and subnational levels towards the equitable access to transplantation goals in Latin American and Caribbean Countries;
  7. Collaborate to strengthen coordination of activities among stakeholders, partners and health authorities for the implementation of strategies, programs and plans related to donation and transplant;
  8. Develop mechanisms and strategies to share the best evidence, practices and successful experiences in the organization of programs and services of donation and transplantation;
  9. Provide relevant policy and technical teams with critical information on strategy-related priorities, activities and opportunities for cooperation;
  10. Collaborate in preparation of progress reports, levels of organ donation, availability of tissue cells and equitable access to transplant therapy, and other documents with strategic information on the Region, in order to document and systematize information in the framework of the Organization's Resolutions and the progress of countries towards established goals;
  11. Collaborate in the preparation, review and evaluation of grant proposals and donation and transplantation protocols, including their submission to bioethics committees and research proposals on the donation of organs, tissues and cells and transplants access; collaborate in the preparation, implementation and evaluation of grants and projects funded by donors and stakeholders in support for the implementation of activities in Latin American Countries and Caribbean countries;
  12. Participate actively in relevant working groups, meetings and external for a, as directed; compile reports and make presentations on programmatic issues;
  13. Conduct research on technical areas, as directed; obtain and share information on strategy-related issues;
  14. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A university degree in medicine, nursing, medical microbiology or other health science related to the functions of the post from a recognized institution.

Desirable: A master’s degree in the field of transplantation from a recognized university would be an asset.

Experience****:

Essential: Seven years of combined national and international experience in programs or activities related to donation and transplantation services, project management and evaluation, including experience in formulating strategies and strategic allocation of resources.

Desirable: Experience in coordinating and organizing projects of donation and transplantation systems projects and experience in international technical cooperation in programs that support the strengthening, management, organization, and regulation of donation and transplantation service network systems would be assets.

Technical Expertise:

  • Analytical skills, knowledge and expertise in the areas of donation of organs, tissues and cells, transplantation, organization, coordination, regulation transplant services, access to transplant, indicators monitoring transplanted patients and analysis of international donation and transplant registries.
  • Knowledge and expertise in coordinating patient registration activities, Biovigilance; knowledge of prevention strategies, detection and response to organ trafficking and transplant tourism; knowledge of indicators for evaluation of National Transplant Authorities and donation and transplantation services.
  • Knowledge of the mechanisms to improve the availability of organs; knowledge and expertise with organ, tissue, and cell donation management indicators for access to transplant therapy.
  • Demonstrated ability to produce and analyze data and disseminate information with a variety of actors in different settings; strong investigative and problem-solving skills.
  • Ability to manage multiple projects simultaneously and work collaboratively in multidisciplinary teams with tight schedules; theoretical and practical knowledge of international technical cooperation.
  • Strong professional oral and written skills, including the development of reports, oral presentations and technical papers for consideration at the highest levels of the Organization.

Languages:

Very good knowledge of English or Spanish with a working knowledge other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively utilize current information technology and software. Other IT skills and knowledge of clinical data and logistics management information systems and other software programs such as Visio, Microsoft SharePoint and Project would be an asset.

USD$2,826.36 - This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
