OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Noncommunicable Diseases and Mental Health (NMH) Department promotes, coordinates, and implements technical cooperation activities, directed at the prevention and control of non-communicable diseases and related risk factors, mental, neurological and substance abuse disorders and disabilities, and promotion of optimal nutrition and road safety, and violence prevention, that are evidence-based and appropriate for the political and sociocultural context in which they are implemented. It raises political and public awareness and understanding of the burden of the most common noncommunicable diseases (NCDs) and mental disorders, related risk factors and conditions and leads multi-sector and multi-stakeholder strategic and collaborative efforts aimed at strengthening Member States' capacity to promote and protect health through public policies, programs, and services. This will reduce risks and disease burden and contribute to improving the physical, mental, and social well-being of the population.

DESCRIPTION OF DUTIES

Under the general supervision of the PAHO/WHO Representative, and the direct supervision of the Advisor, Health Surveillance, Disease Prevention and Control, the incumbent will be responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical support for the implementation of the technical cooperation program of work for the prevention and control of non-communicable diseases (NCDs), in order to strengthen capacities to adequately respond to the burden of these diseases;
  2. Provide technical support and collaborate in the planning, development and monitoring of plans, programs and projects related to noncommunicable diseases, social determinants of health, health promotion, risks factors and mental health; review and consolidate work plans for the different States and Municipalities in the Country to improve the efficiency of implementation, performance assessment and reporting;
  3. Provide oversight for the mental health program; provide technical guidance and support to national authorities to develop and implement an integrated approach to mental health, following a multi-disciplinary and inter-programmatic approach and in coordination with the subregional and regional levels of the Organization;
  4. Support national authorities from different sectors in the definition and in the implementation of programs aimed at identifying solutions to address the impact of noncommunicable diseases and mental disorders on the population, as well as in the formulation of plans and programs for their prevention and control;
  5. Provide technical cooperation to the Ministry of Health in the analysis of the principal health problems (linked to noncommunicable diseases and mental health) and to define effective control strategies linked to social determinants, inequities and risk factors and within the framework of Universal Health;
  6. Identify technical assistance issues (needs, options and resources); supervise/coordinate the technical assistance for the Projects and Terms of Cooperation under areas of responsibility, and with implementing partners at country level;
  7. Support the introduction of the principles, methods, and epidemiological techniques in the planning, implementation, monitoring, and evaluation of health programs;
  8. Provide technical support on knowledge management for areas of work assigned, using all the available means for the dissemination of relevant scientific information;
  9. Participate in the development and/or strengthening of sound and sustainable policies related to the social determinants of health, risk factors, health promotion and mental health that contribute to reducing the burden of noncommunicable diseases;
  10. Participate in inter-programmatic work in order to achieve the maximum levels of efficiency and effectiveness;
  11. Serve as communication link between the Organization and the intersectoral teams on matters of technical and strategic project implementation and evaluation;
  12. Collaborate with national technical teams in the preparation of technical cooperation requests and on-site support for the submission of documentation to the Organization, as per agreed upon operating procedures;
  13. Prepare and maintain all documents and progress reports pertaining to the projects being implemented at the country level;
  14. Coordinate the collection of baseline data for monitoring of project implementation and ongoing data collection, as per agreed monitoring and evaluation frameworks;
  15. Provide support for the implementation and evaluation of the overall performance of the Projects/Programs/Terms of Cooperation;
  16. Cooperate in the development and strengthening of human resources, relating to disease prevention and control, especially in epidemiology, research methodologies, prevention and control programs for noncommunicable diseases, and cooperating in continuing education;
  17. Contribute to the mobilization of extra-budgetary resources, financial and non-financial by assisting national and subregional authorities in the preparation of project proposals and plans;
  18. Cooperate and collaborate with other projects to achieve efficient coordination of activities, systematic utilization of resources and comprehensive development of study, research and analytical capacities required for the control and prevention of NCDs;
  19. Collaborate in the preparation of the Representation’s Biennial Work Plan (BWP) and the execution of national technical cooperation, including the analysis of political, technical and socioeconomic realities;
  20. Perform other related duties, as assigned;

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health-related science, public health or any other field related to the functions of the post from a recognized university.

Desirable: A master’s degree in public health or other health discipline related to the functions of the post would be an asset.

Essential: Seven years of national professional experience in technical cooperation in institutions concerned with public health management or evaluation of noncommunicable diseases and/or mental health programs.

Languages:

Very good knowledge of Spanish with a working knowledge of English.

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook, and electronic sources in research activities. Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint and Project would be an asset.
