OBJECTIVES OF THE PROGRAMME

To reduce morbidity and mortality due to NTDs and eliminate them where feasible through the use of appropriate global and regional strategies, multisectorial actions, social mobilization and strengthening of primary health care in Papua New Guinea; to promote further development and improvement of national control and elimination strategies based on regional and global ones.

DESCRIPTION OF DUTIES

Under the supervision of the Scientist (Malaria) and overall guidance of the Team Leader, Communicable Diseases Cluster, and the Head of WHO Country Office (HWO), the incumbent will:

  1. Collaborate with the National Department of Health to assess the burden of NTDs in Papua New Guinea and develop a country-specific road map to overcome the impact of priority NTDs;
  2. Coordinate and guide to finalize the NTD national plan of action, facilitate development of annual operational plans, monitoring and evaluation activities which could include mapping, disease-specific assessments, monitoring of programme indicators, quality control exercises on NTDs;
  3. Provide support for data management (data collection, compilation, analysis of NTD activities), submission of the NTD annual reports and facilitating national programmes' use of data to inform strategies and improve their programmes;
  4. Coordinate the submission of NTD drug donation applications using the new joint application form for all disease programmes;
  5. Support to develop and manage mechanisms for coordination and collaboration with other partners, the organization of NTD annual stakeholder meetings and technical working group meetings including the secretariat of the NTD technical working group;
  6. Ensure that all activities are timely implemented in accordance with the approved activity plan and budget, particularly preventive chemotherapy and mass campaigns for diseases especially lymphatic filariasis targeted (LF) for elimination or eradication;
  7. Serve as a point of contact between WHO and NTD-related programmes such as: LF, leprosy, yaws, soil transmitted helminthiasis (STH), buruli ulcer, trachoma, school health programme, etc.
  8. Prepare and disseminate reports and summary updates on progress of programme activities to relevant partners and stakeholders, including workplans and semi-annual reports including identifying stories for publication and sharing through multiple types of media;
  9. Ensure dissemination of new knowledge, information and technology relevant to NTDs in Papua New Guinea as well as WHO guidelines for NTDs including providing mentoring and training of staff at provincial and district level;
  10. Liaise with donors, partners and other stakeholders to ensure communication on NTDs activities and explore potential synergies with other ongoing projects and support development and implementation of communications strategy to raise NTD profile and scale up preventive chemotherapy, especially for diseases targeted for elimination; and
  11. Perform any other duty as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine or any health-related sciences. Desirable: Advanced university degree in public health or other relevant discipline (epidemiology, parasitology, entomology or communicable disease control).

Experience

Essential: At least five years’ experience in running and/or managing large scale health-related field programmes. Desirable: Proficiency in standard Microsoft Office applications.

Skills

Demonstrated leadership, management and decision-making skills. Excellent communication skills, strong organizational and interpersonal skills and ability to lead work in a team-oriented setting. Ability to successfully coordinate with officials from the Papua New Guinea central, provincial and local level governments, donor organizations, nongovernmental organizations and other agencies.Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct

REMUNERATION

Remuneration comprises an annual base salary starting at PGK 129,934 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
