Post of Technical Officer (TO – Neglected Tropical Diseases) to provide technical support to the Regional and national programmes in implementation, monitoring and evaluation of activities for control and elimination of neglected tropical diseases, including lymphatic filariasis, leishmaniasis, trachoma, schistosomiasis, yaws, leprosy, scabies, soil-transmitted helminthiases, rabies, neglected parasitic zoonoses, snakebite envenoming, dengue and other arboviral diseases.
Objectives of the Programme and of the immediate unit or field activity
In collaboration with Member States, international and bilateral organizations and NGOs, to eliminate and control neglected tropical diseases in the South-East Asia Region. Focus areas of the programme are regional and country adaptation of evidence-based policies and strategies, facilitation of coordinated multisectoral actions, enhancement of intervention and service delivery such as mass drug administration, vector control and case management, engagement and empowerment of communities, and strengthening of monitoring, evaluation and surveillance
Organizational context
Under the direct technical guidance and supervision of RA-NTD and overall supervision by the Director, Department of Communicable Diseases, the incumbent will support control and elimination of neglected tropical diseases in the South-East Asia Region, including lymphatic filariasis, leishmaniasis, trachoma, schistosomiasis, yaws, leprosy, scabies, soil-transmitted helminthiases, rabies, neglected parasitic zoonoses, snakebite envenoming, dengue and other arboviral diseases.
Summary of Assigned Duties
Under the direct technical guidance and supervision of RA-NTD and overall supervision of the Director, Department of Communicable Diseases, the incumbent will support NTD programme by performing the following duties:
- Support development of production of regional and global public goods, regional policies, guidelines and information products based on assessment of needs, monitoring of NTD programme implementations and lessons learned from the Region;
- Support Member States in development, updating and implementation of national policies, strategies and plans to strengthen national NTD control and elimination efforts, in line with the global WHO roadmaps and global/Regional strategies and guidelines responding to the needs of the Member States;
- Monitor the implementation of NTD programmes in Member States by collecting programmatic and surveillance data, managing and analyzing data, conducting in-depth epidemiological analysis, and designing and supporting programmatic operational research to improve the programmes;
- Supports Member States in forecasting and planning of donation request and/or procurement of medicines, vaccines, anti-venoms and diagnostic tools for control and elimination of NTD in the Region and monitor and facilitate their shipment in close coordination with the Headquarter and other relevant units and donors;
- Support organization and delivery of regional and national workshops and meetings related to NTDs;
- Support communication and advocacy efforts at Regional level to enhance partnerships of Member States, donors and partners and mobilize extra-budgetary resources to meet the programme needs and enhance the programme implementation;
- Perform any other related work as required and as may be assigned by the Supervisors.

Thorough knowledge of the principles and practices of a wide range of public health issues. Sound knowledge of the principles and practices of vector-borne diseases and their control.
Education Qualifications
Essential
Essential: First university degree from a recognized university in medicines or health-related sciences
Desirable: Post-graduate degree in infectious diseases, public health, epidemiology, biology or tropical medicines from a recognized institution.
Experience
Essential: At least 5 years of work experience in public health, epidemiology, tropical diseases or communicable disease control, including considerable experience obtained in an international context, with progressive responsibility in policy analysis and advice as well as technical assistance to countries, including capacity building; and contribution to normative work to support country policy and technical assistance.
Desirable
Demonstrated experience working in data management, analysis and monitoring and evaluation of NTD programmes is desirable. Experience working within the South-East Asia Region is an asset.
