OBJECTIVES OF THE PROGRAMME

The objective of the WHO Country Office (WCO) for Myanmar is to implement the Country Cooperation Strategy (CCS) for Myanmar. WHO and partners are supporting national health goals, ensure the attainment of universal health coverage and contribute to global and regional public health actions remaining within the operational engagement..Neglected tropical diseases affect more than 1 billion people, primarily poor populations living in tropical and subtropical regions. They are frequently clustered together geographically and individuals are often afflicted with more than one parasite or infection. More than 70% of countries and territories that report the presence of neglected tropical diseases are low-income or lower middle-income economies.Neglected tropical diseases (NTDs) persist due to a range of biosocial factors, from inequitable health systems to the inadequate provision of safe and clean water, poor housing conditions and poor sanitation. Children are the most vulnerable to these diseases, which kill, impair or permanently disable millions of people every year, often resulting in life-long physical pain and social stigmatization.Across the whole spectrum of essential health services, NTD interventions have been found to be among the most frequently and most severely affected by the COVID-19 pandemic.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative to Myanmar and under the direct supervision of Deputy WHO Representative to Myanmar, the echnical officer (Neglected Tropical Disease) will act as a team leader of Neglected Tropical Diseases (NTDs) and will perform the following duties:

1.Providetechnical strategic advice and programmatic support for the national actionplan towards prevention, control and/or elimination of neglected tropicaldiseases as per WHO NTD roadmap 2021-2030 in collaboration with partners and stakeholders.

2.Providetechnical support on elimination of NTDs including policies, guidelines,strategies and priorities; technical support for planning, informationexchange, monitoring and evaluation, advocacy, community mobilization andintersectoral coordination.

3.Monitorthe progress made by Myanmar on WHO NTD Roadmap targets and facilitatecoordination and exchange of information with the Regional Office, HQ, andother organization.

4.Collaborate with national and local programme, WHO Regional office and headquarters, non-governmental organizations, international organizations, national centers of excellence and other stakeholders to strengthen the implementation of the neglected tropical disease programme and capacity building at national and sub national level.

5.Workclosely with the national authorities for strengthening surveillance for NTDs,disease prevalence mapping, preparing the country for validation/verificationof NTD elimination.

6.Provideoversight within WCO and liaise with the national counterparts for annualsurveillance reports, and supply-chain management and forecasting of NTD healthproducts (drugs and diagnostics).

7.Providetechnical and managerial backstopping and timely guidance to National WHOconsultant, field NTD coordinator including monitoring, supervision andevaluation of their performances.

8.Developthe work plan of NTDs, periodically monitor the Programme Budget implementationincluding managing human and financial resources to ensure optimal performanceof the team members and accountability for the timely and efficient use offinancial resources as stated in the Country Cooperative Strategy.

9.Mobilizeresources and work in collaboration with the other health programmes in the WHOCountry Office, Regional Office and HQ, other UN agencies, developmentalpartners, relevant international, regional and national counterparts ineliminating neglected tropical diseases in Myanmar.

10.Performany other work assigned by supervisors.

REQUIRED QUALIFICATIONS

Education

Essential: Recognized degree in medicine and Master degree in public health/tropical medicine or any other equivalent degree from a recognized university

Desirable: PhD in Tropical Medicine or one of NTDs

Experience

Essential: Minimum of seven years of relevant experience on NTDs/Vector Borne Diseases programmes management support and/or technical advice to relevant health authorities including demonstrated international exposure. Desirable: Experience of work in UN and/or other international organization; experience of work with government health officials and other health sectors, in which 4 year experience in NTDs sector or relevant international context an asset.

Skills

Thorough knowledge of the situation in Myanmar on NTDs with good understanding of country's needs and priorities, of issues and policies along with a good knowledge of WHO policies, programmes and guidelines in the related areas.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2438 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
