OBJECTIVES OF THE PROGRAMME

To support Member States in the prevention and control of noncommunicable diseases (NCDs) - particularly cancers, diabetes, and cardiovascular and chronic respiratory diseases - by raising priority accorded to NCDs through international cooperation and advocacy; strengthening national capacity, governance, multisectoral action, and partnerships; reducing the major modifiable risk factors, such as tobacco use, harmful use of alcohol, unhealthy diets, physical inactivity, overweight and obesity, high blood glucose, and high blood pressure by developing and implementing effective legal frameworks; orienting health systems through people-centred health care and universal health coverage; promoting high-quality research and development; and monitoring trend, determinants, and progress to achieve global, regional, and national targets through evidence-based interventions.

DESCRIPTION OF DUTIES

(1) To support strengthening health systems for the effective and efficient delivery of quality affordable NCD services in the Philippines through partnership with the DOH;

(2) To support the asssessment, development, and implementation of health systems-focused response in strengthening access to NCD management, with primary focus on hypertension screening and management, and blood pressure control among people diagnosed with hypertension;

(3) To support surveillance, monitoring, and evaluation of health systems response for NCD management, including development and implementation of surveillance and monitoring system for hypertension screening, management, and BP control;

(4) To support the DOH in the implementation of NCD management interventions, with primary focus on hypertension screening , management, and BP control, in at least 12 regions in the Philippines;

(5) To support dialogues with professional societies and relevant health stakeholders on updating protocols and pathways, as appropriate, on hypertension screening and management;

(6) To build capacity of DOH NCD program managers and field officers (DOH representatives) and other relevant subnational staff on strengthening responses on NCD prevention and control, with primary focus on hypertension screening, management, control, and monitoring;

(7) To oversee, in collaboration with the DOH, the implementation of NCD health systems measures, especially on hypertension screening, management, control, and montoring in at least 12 regions in the Philippines;

(8) To support prevention-related initiatives on hypertension and related NCD risk factors;

(9) To support monitoring and evaluation, and generation of recommendations on improving NCD management for national scale up;

(10) To submit project reports, including progress reports, technical report, and financial report.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in public health or other health-related field. Desirable: Medical doctor or a post graduate qualification in a health-related field.

Experience

Essential: Minimum two years' work experience in policy making, strategic planning, program management and implementation, monitoring and/or evaluation of health projects. Desirable: Programme experience with good performance, with established good working relations with the DOH and WHO. Experience in an international organization an advantage.

Skills

Broad knowledge and experience on NCD and skills on clinical management of hypertension and other NCDs, coordinating, training, communication, NCD surveillance, monitoring, and/or evaluation required. Good communication skills. Ability to interact with health professionals at various levels. Ability to work harmoniously as a member of a team and adapt to diverse educational and cultural backgrounds and maintain standards of personal conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at PHP 1,471,203 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
