OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The primary objective of the Department of Health Systems and Services (HSS) is to strengthen health systems based on Primary Health Care, supporting universal health coverage. Its work encompasses the following areas: strengthening health systems governance for social protection in health; strengthening regulatory frameworks and financial protection mechanisms to promote the progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; strengthening national health research systems, and promoting the integration of scientific knowledge into health care, health policies, and technical cooperation; and developing human resources for health.

DESCRIPTION OF DUTIES

Under the direct supervision of the Advisor, Medicines, Health Technologies and Research, and the general supervision of the PAHO/WHO Representative, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide support and collaborate in the planning, development and monitoring of plans, programs and projects related to medicines, health technologies and research, including: promoting access to and rational use of quality, safe, effective and cost-effective health technologies; supporting national health research systems, innovation and promoting the integration of scientific knowledge into health care, health policies, and technical cooperation within a national policies framework; supporting the review and consolidating work plans for the different States and Municipalities in the Country to improve the efficiency of implementation, performance assessment and reporting;
  2. Provide support for the development and implementation of programs related to the Pharmaceutical Policies; Strategic Fund; Health Technology Management; Access to Medicines and other Health Technologies, Rational Use of Medicines, Pharmacoeconomics; Health Industrial Complex, Regulation Affairs, Health Technology Assessment; Research, Development and Innovation, Patents and Intellectual Property and Production of Medicines and Health Technologies;
  3. Support national authorities from different sectors in the definition and in the implementation of programs aimed at increasing access to and rational use of quality, safe, effective and affordable health technologies within the national policies framework;
  4. Collaborate and provide technical cooperation to the Ministry of Health, ANVISA and other national institutions in the analysis of the principal health problems related to limited access to health technologies or related to quality; define effective control strategies linked to the promotion of research and development, innovation and production of health technologies in order to strengthen the National Industrial Health Complex and mitigate inequities and risk factors within the framework of the Sistema Único de Saúde (SUS);
  5. Analyze technical documents required by the regulatory agency for the importation of medicines and health technologies;
  6. Identify technical assistance issues (needs, options and resources); supervise/coordinate the technical assistance for the Projects and Terms of Cooperation under areas of responsibilities, and with implementing partners at country level;
  7. Support the introduction of the principles and methods in the planning, implementation, monitoring, and evaluation of health technologies, research and innovation programs;
  8. Provide technical assistance on knowledge management for areas of work assigned, using all the available means for the dissemination of relevant scientific information;
  9. Participate in the development and/or strengthening of sound and sustainable policies related to health technologies, research and innovation that contribute to reducing the deficit of access to quality and affordable health technologies;
  10. Participate in inter-programmatic work in order to achieve the maximum levels of efficiency and effectiveness;
  11. Serve as communication link between the Organization and the intersectoral teams on matters of technical and strategic project implementation and evaluation;
  12. Collaborate with national and international technical teams in the preparation of technical cooperation requests and on-site support for the submission of documentation to the Organization, as per agreed upon operating procedures;
  13. Prepare and maintain all documents and progress reports pertaining to the projects being implemented at the country level;
  14. Coordinate the collection of baseline data for monitoring of project implementation and ongoing data collection, as per agreed monitoring and evaluation framework;
  15. Provide support in the implementation and evaluation of the overall performance of the Projects/Programs/Terms of Cooperation;
  16. Collaborate in the preparation of the Representation's Biennial Work Plan (BWP) and the execution of national technical cooperation, including the analysis of political, technical and socioeconomic realities;
  17. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in pharmacy or in any other area related to the functions of the post from a recognized university.

Desirable: A master’s degree in public health or in any other health science would be an asset.

Experience****:

Essential: Three years of experience in the fields of Medicines and Health Technologies, or any other health field, including technical cooperation in institutions concerned with public health management or evaluation of medicines and health technologies.

Desirable: Experience in technical cooperation with international organizations and programs would be an asset.

Languages:

Very good knowledge of Portuguese with working knowledge of English and Spanish. Knowledge of French would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
