The salary for this job should be between 101,299 USD and 132,643 USD.

OBJECTIVES OF THE PROGRAMME

For the Future: Towards the Healthiest and Safest Region outlines a vision for WHO work with Member States and partners in the Western Pacific. Strong, resilient, sustainable health systems are integral to delivering the four thematic priorities. Up to 60% of people living in some countries in the Region do not have access to safe, quality and affordable health services and medicines. One in five families spend 10% of their income on health care. This threatens individuals, families, communities and economies. The Division of Health Systems and Services (DHS) will contribute to taking forward the vision of, and the thematic priorities in For the Future. DHS will support Member States with high quality advice and assistance on health financing, health workforce, medical products, quality and safety, law and governance, women and children, rehabilitation, surgery and health services including primary health care so that they can build resilient, responsive and sustainable health systems.

Unit Mandate:

In this role, the incumbent will work across the different areas of health systems and together with the following units at Regional Office level:

Health Policy and Service Design (HPS) - HPS supports Member States to develop and implement policies, strategies and plans and service delivery design, including primary health care, to strengthen governance, financing, health workforce in order to ensure access to needed promotive, preventative, curative, rehabilitative and palliative services without financial hardship.

Essential Medicines and Health Technologies (EMT) - EMT supports Member States to strengthen pharmaceutical systems and regulations, including for traditional medicines to ensure equitable access to quality-assured, safe and effective therapies and health technologies and works along with other programmes to accelerate the fight against antimicrobial resistance in the Western Pacific Region.

Maternal Child Health and Quality Safety (MCQ) - MCQ supports Member States to improve health systems to provide the best and safest possible health facility services to all people, regardless of race, beliefs, gender, economic and social condition and to ensure universal health coverage serves all people, starting from women and children.

Health Law and Ethics (HLE) - HLE supports Member States to understand, develop and implement quality and ethical legal frameworks for health. Grounded in human rights and international good practice standards, legal frameworks for health guide transformative policies and innovative programming.

Division of Data, Strategy and Innovation; Health Information and Innovation (HII) - HII provides support to Member States in the Region on health information system strengthening and to use relevant data and evidence for decision-making, through better tracking of Sustainable Development Goals and universal health coverage progress.

DESCRIPTION OF DUTIES

Under the supervision of the Coordinator for Maternal Child Health and Quality Safety, the incumbent is assigned to the following responsibilities:

  1. Support national and international stakeholders to build country-capacity in RMNCAH, general quality and safe service delivery including collecting, analysis and use of information and supporting country dialogue for evidence-informed planning, policy-making and improving relevant components of existing health systems;
  2. Support national and international stakeholders to improve information systems for quality and safety of services including RMNCAH, safe and affordable surgery including conducting data quality assessments and evaluations; Support the development and use of tools to measure quality and safety of service delivery and support health systems improvements;
  3. Review existing indicators, surveillance and reporting systems and propose tools for enhancing surveillance, recording and reporting;
  4. Support the development and implementation of regional monitoring and evaluation frameworks for RMNCH;
  5. Support capacity-building in surveillance, monitoring, evaluation and implementation research;
  6. Support the coordination efforts in mobilizing resources and sourcing funds and provides related administrative assistance such as preparing proposals, reports and materials;
  7. Support in the development and execution of advocacy and communication activities and efficiently deliver the organizational and logistical requisites for these such as coordinating with stakeholders and organizing events;
  8. Carry out research and support for improved information and accountability; and
  9. Perform other tasks related to quality and safety of services and RMNCAH as requested by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in health sciences, social sciences, statistics or related fields from a recognized university. Desirable: Postgraduate degree (master’s level or higher) in public health or a related field. Specialized training in data management, statistical analysis or health surveillance. Training in medicine, midwiferey, or other clinical training.

Experience

Essential: At least five years’ of work experience at national and international levels in public health, with strong exposure to data management, statistical analysis, surveillance or monitoring and evaluation. Desirable: Relevant work experience in improving quality of service provision, relevant work experience in reproductive, maternal, newborn, child or adolescent health. Familiarity with health system and sociocultural contexts in low-and middle-income countries. Research experience demostrated by peer review publications is a plus.

Skills

  1. Data management and statistical skills including proficiency in MS Excel and statistical programmes and packages (STATA, SAS or others).
  2. Familiarity with the health information platform DHIS-2 and data visualization tools.
  3. Excellent organizational and analytical skills combined with ability to multitask and produce accurate results under pressure.
  4. Excellent written and communication skills including the ability to synthesize information in a clear and concise manner, draft technical documents including donor reports and briefs.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2495 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
