OBJECTIVES OF THE PROGRAMME

Malaria prevention and Control is considered part of the Sierra Leone Basic Package of Essential Health Services, (BPEHS), and ATM is one of several portfolios of the BPEHS Cluster at the WHO Country Office. The overall objective of the national Malaria prevention and control efforts is to Accelerate the implementation of Malaria Control Interventions towards a Malaria-free Sierra Leone through effective partnerships and by the end of2025, contribute significantly to the improvement of the well-being of the population by reducing the malaria burden by 75% - as part of the Global Technical Strategy For Malaria 2016-2030The NMCP will be supported to show evidence-based trends of the malaria morbidity and mortality and impact of malaria prevention and control interventions in Sierra Leone to enable the NMCP team to effectively manage the programme interventions.

DESCRIPTION OF DUTIES

Provide Technical Assistance in the implementation and ongoing programme monitoring of all malaria prevention and control interventions (Case management including: Parasitological diagnosis with microscopy and RDT, adequate treatment with effective medicine, Treatment efficacy and safety monitoring, quality assurance, preventive treatment for pregnant women (IPTp) and infants (IPTi), entomological surveillance and LLINs distribution) coordinated by the NMCP.Assist the NMCP to finalize and implement its SM&E plan 2021-2025;Develop and implement a capacity building plan including on the job training/coaching/mentoring for the NMCP staff and other key partners involved in the area of malaria prevention and control programme monitoring and evaluation;Identify priority areas for malaria research and strengthen the capacity of NMCP staff to conduct operational research;Assist in guiding the process to identify the key performance questions and parameters for monitoring programme performance and comparing it to targets;Foster participatory planning, coordination and implementation by involving key stakeholders;To support the training NMCP staff on the use of GIS software for reporting;Develop close working relationships with all NMCP Programme Officers and key stakeholders to establish a shared vision and achieve objectives;Support the NMCP to monitor the implementation of planned activities in relation to expected outputs and financial inputs on a quarterly basis;Support the preparation of a quarterly bulletin on the outputs of activities in relation to expected outcomes and financial inputs;Provide technical support and building sustainable institutional capacity to improve programme performance;Identify additional funding sources / resource mobilization to support implementation of malaria activities;provide advice to NMCP on surveillance, monitoring and evaluation at all levels; this includes but is not limited to: evaluating the accuracy and integrity of SME data at all levels; identifying gaps in evidence and suggesting priority research areas in the field of SME.Provide support on various key malaria-related issues, as may be deemed appropriate.

REQUIRED QUALIFICATIONS

Education

Essential: Medical Degree from a recognized university with postgraduate degree or equivalent in public health or epidemiology or related field. Desirable:

Experience

Essential: At least 5 years of experience in Malaria control at national and/or /subnational level in developing countries. Experience in planning, organisation, management and evaluation of malaria control programmes; leading and managing knowledge product development and dissemination. Programme review and strategic plan development. Desirable: At least 5 years international experience in working with UN and/or international NGOs, bilateral and multilateral agencies.

Skills

Knowledge of public health problems and specifically those related to malaria;Knowledge of the various aspects of malaria control and problems related to health sector development;Capacity to provide leadership for technical and managerial purposes; Excellent interpersonal skills with the ability to cooperate and negotiate with technical and funding agencies and establish and maintain effective working relationships with staff at all levels. Experience with Global Fund proposal development, grant making and implementation processes. Excellent communication and presentation skills. Ability to write and communicate clearly.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3226 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
