OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables the country/ies to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the general supervision of the PAHO/WHO Representative (PWR) and the direct supervision of the Advisor, Health Systems and Services, the incumbent will be responsible for, but not necessarily limited to, the following assigned duties:

  1. Provide technical support and guidance for all aspects of the procurement process, installation, and operationalization of the clinical data exchange platform (CDEP);
  2. Provide technical support for the PAHO-EU Information Systems for Health in Belize; lead and coordinate the overall implementation, management, coordination, and monitoring of the fulfilment of action plans and timetables as outlined in the Description of the Action of the Project;
  3. Provide strategic advice and leadership to the Ministry of Health and Wellness on strategic and technical enablers to improve the efficiency and efficacy and to improve the availability of quality data and information to support program and policy decision-making;
  4. Provide strategic, technical and programmatic direction and collaborate for the development of policies, frameworks, standards, tools, norms and strategies to improve data management and analysis;
  5. Plan, promote and coordinate the implementation of activities on priority issues pertaining to the gathering and dissemination of strategic information and knowledge;
  6. Support the development of national strategies related to the strengthening of interconnected and interoperable national information systems for health, considering the information and communication technologies, existing resources, structures, mechanisms and environment of the country;
  7. Support and provide guidance for the management of corporate data-driven projects, including the measuring and monitoring of the Sustainable Development Goals (SDGs), among others;
  8. Oversee the preparation and execution of the budget of the Project; be accountable for the products and services;
  9. Administer, allocate and monitor the implementation of the financial and human resources for the Project ;Collaborate and maintain communication between PAHO/WHO, Belize Ministry of Health, the European Union and other key partners and stakeholders;
  10. Monitor project targets and outputs; oversee financial implementation, and internal and external reporting;
  11. Prepare up-to-date budget reports, responding to inquiries and providing timely financial and technical reports to the Project Manager;
  12. Assist in the preparation of information for participation in the Steering Committee (SC) and National Implementation Committee (NIC) meetings including preliminary reports, presentations, agendas, meeting materials and minutes;
  13. Receive, review and draft related correspondence;
  14. Participate in all the evaluation processes of the project;
  15. Manage the procurement process for all agreements and contracts related to the project, and monitor their status including day-to-day project operations guided by the project document and reporting variations or discrepancies to management;
  16. Support capacity building in relevant areas as required;
  17. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in computer or information science, public health informatics, epidemiology, or any other field related to the functions of the post, from a recognized university.

Desirable: A master’s degree in epidemiology, public health, health information, health informatics, digital health or related field would be an asset.

Experience****:

Essential: Seven years of combined national and international experience in a leadership or managerial role in the health sector, specifically in the context of strategic planning of information systems, data management, digital health or another related field. Experience in building and leading practices for formulating and/or implementing data governance and information systems policies and procedures, and in the design, development and validation of technological applications that consider standards for interoperability, among others.

Desirable: Proven experience in managing large budgets, and in advising senior and executive management, as well as experience managing high performance teams and networks would be assets.

Technical Expertise:

  • Demonstrated ability to lead and manage National eHealth strategies design and implementation.
  • Knowledge and experience with Information Systems for Health integration, including service-oriented architecture, IT infrastructure, interoperability implementation and standards, including ICD-10/ICD11, HL7/HL7 FHIR, IHE, etc.
  • Thorough knowledge of and experience in requirements analysis, change management and monitoring of implementation of Electronic Medical Records, including definition and implementation of National Patient Identification systems.
  • Proven technical skills in systems analysis, including health data analytics systems implementation and use, systems documentation and management of systems development projects.
  • Ability to review and accurately evaluate new technology and systems to be used in advancing the objectives defined for information systems, and the ability to translate system requirements into functional systems.
  • Demonstrated competencies in information systems for health project coordination, cross-team collaboration, and negotiation skills.
  • Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook. Other IT skills and knowledge of logistics management information systems and other software programs such as Visio, Microsoft SharePoint and Project would be an asset.

REMUNERATION

Monthly Salary****: (Net of taxes)

Post Adjustment****:

US$2,340.50 This amount is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
