OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Evidence and Intelligence for Action in Health (EIH) is responsible for leading the Organization into a full fluid cycle that begins with the production and availability of quality basic and disaggregated data and the strengthening of information systems and digital transformation for health as fundamental pillars, the subsequent ethical use of data to produce health intelligence through analysis, modelling, forecasting, and data science to guide decisions and actions in health, knowledge generation and management to improve the access, use, and sharing of evidence in health, the prioritization of research agendas and resources to respond to Regional priorities, and culminating with knowledge translation to support evidence-based decisions and policy making in public health, including the implementation of research policy and bioethics programs and the management of the Pan American Journal of Public Health.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Evidence and Intelligence for Action in Health (EIH) and the direct supervision of the Unit Chief, Information Systems for Health (EIH/IS), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Provide technical support and guidance for the strengthening of information systems and digital transformation of the health sector to support Member States in project implementation, roadmaps development and policy making in health;

b) Provide technical support to national authorities and technical programs for the digital transformation of the health sector, with emphasis on the use of new and emerging technologies for improving access to care;

c) Collaborate in the design and execution of regional, subregional and national plans and roadmaps and digital literacy programs related to the implementation of information systems and digital health, with emphasis on the implementation of Telehealth programs and Electronic Health Record Platforms;

d) Collaborate with governments of the countries of the region and with Collaborating Centers for information systems and digital health in the effective utilization of platforms, applications and other digital health solutions, in particular with its interconnection with Electronic Health Record Platforms;

e) Provide technical advice in the context of the Information Systems for Health (IS4H) Framework and the digital transformation roadmap; support and provide advice on project development and program activities required for the development and implementation of national and subregional projects, following the technical direction of the Unit Chief, Information Systems and Digital Health;

f) Support technical cooperation programs and strategies to strengthen national capacities in the Region for the design, adoption, implementation, and evaluation of information systems and digital health solutions while promoting the use of international standards for interoperability;

g) Collaborate in the development and reinforcing of alliances with critical partners such as IDB, USAID, CDC, etc, and networks that contribute to the strengthening of the Digital Transformation process in the Americas;

h) Provide technical advice on infodemic management and behavioral science related to optimizing the implementation and overall functioning of information systems and digital health solutions;

i) Provide technical advice to ensure the convergence of regional plans within the context of the Global Strategy on Digital Health 2020-2025, the UN Roadmap for Digital Cooperation and the UN Secretary General Data Strategy;

j) Formulate study designs, surveys, and other approaches that contribute towards the adoption of standards for interoperability;

k) Participate and contribute actively to the preparation of the Unit’s Biennial Work Plan (BWP), budget and technical evaluation reports;

l) Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in information sciences, systems engineering, systems analysis or in any other social science related to the functions of the position, from a recognized university.

Technical Expertise:

· Proven technical and programmatic skills on methodologies related to Information Systems and digital transformation, including the adoption of digital health solutions.

· Excellent knowledge and practical experience in infodemic management and behavioral sciences, including the development, design and implementation of research studies.

· Excellent knowledge and practical experience in the development and implementation of digital literacy programs, including the definition of human resources competency frameworks aligned to the digital transformation process in the health sector.

· Thorough knowledge of concepts and technical skills in the design and development of digital health public goods, including the development of corporate proposals for donors and partners.

· Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated abilities and skills using cloud-based solutions, Office 365, AI generative tools and virtual communication platforms such as Teams, Zoom and Webex, Design and implementation of reporting and analytical solutions.

REMUNERATION

Annual Salary****: (Net of taxes)

USD $64,121.00 post adjustment

Post Adjustment****: 63.5% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
