OBJECTIVES OF THE PROGRAMME

The overall objective of the Planning,Budgeting, Monitoring and Evaluation (PBM) Unit is to lead the organization's processes and capacity building in the planning, implementation, evaluation and reporting of result-based and integrated programme management toward achievement of African countries' health and development goals. The PBM Unit leads the regional process for the development of the program budget and associated work plans; guides and supports all offices in efficient activity and budget implementation; facilitates the Program Budget allocations; and supports performance monitoring, and assessment within WHO global review processes, ensuring strict adherence to organizational guidelines and standards. The PBM Unit leads or contributes to programmatic and thematic evaluations at the regional, inter-country and country level.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:Update and deploy the tool(s) for measuring the Region's results based on thorough analysis of the evolving needs; add newalerts, enhance security features to comply with WHO cyber-security requirements, improve reporting features as appropriate; Integrate / harmonize GPW13 data in the AfricanHealth Observatory with programme budget needs;Document source-code, architecture and model ofexisting and newly developed / enhanced programme management tools;Enhance the capacity of CO and RO staff in utilization of information tools for effective management;Develop or update the learning strategy and guidelines which will be used to implement results' learning activities in the country offices and regional offices;Enhance/re-design the websites for Planning, Budgeting, Monitoring and Evaluation (PBM) unit and facilitate content updates;act as system administrator for website and the team SharePoint site; Improve results' reporting graphics and layouts; In collaboration with the Communications Team, develop concepts, graphics and layouts for PBM product illustrations;Develop and deploy a Mobile application for programme management tools; Perform other related responsibilities as assigned,including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in computer science, information management, or mathematics Desirable: Advanced degree in computer science, information management, or mathematics

Experience

Essential: A minimum of two (2) years of relevant professional experience in software and database development using Microsoft products in organizations in the health sector within UN system Desirable: A minimum of 2 years' work experience with World Health Organization.

Skills

Advanced knowledge of computer programming languages, relational database design, development and administration and database management;Knowledge of ERP based legacy systems, and other related applications such as UPK and Workplanner;Proven ability to respond positively to change, identify client's needs and propose alternative workable solutions;Excellent analytical skills;Good communications and interpersonal skills; Proven ability to respond positively to change, identify client's needs and propose alternative workable solutions;Able to work in an international and multicultural environment with staff at various levels.

Other Skills (e.g. IT):

Working level of computer literacy with proven ability to use standard office software packages, demonstrated knowledge of Microsoft Office applications including MS Word, Excel, PowerPoint including eHealth tools.

Desirable: Web design and publishing in HTML5. Working knowledge of software and database development using Microsoft products (ASP.net, .net core, C#, MS SQL Server 2012 or later, devops, and PowerBI) with good knowledge of PHP, Tableau and Hybrid mobile app development.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2648 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
