OBJECTIVES OF THE PROGRAMME

The mission of the WHO Health Emergencies Programme (The Programme) is to help countries, and tocoordinate international action, to prevent, prepare for, detect, rapidlyrespond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected). The incumbent is assigned all or part of the following responsibilities:

1-Assess and periodically review health threats from epidemic diseases and periodically conduct public health risk analysis for health threats and develop a public health risk profile for epidemic and other potential health threats.

2-Undertake regular field supervision visits to assess and evaluate the implementation of infectious hazard preparedness and response activities, identify gaps and recommend corrective actions based on key performance indicators.

3-Recommend measures for special attention interventions in high-risks groups, ensuring compliance with organization-wide IHM strategies.

4- Coordinate effectively the rapid assessment, preparedness specially for PoE under IHR and response activities for epidemic-prone diseases in collaboration with local, regional and national health entities and other international health partners including UN agencies and NGOs to ensure that early detection and response is in place.

5- Strengthen the capacities of national teams to implement evidence-based strategies to manage infectious hazards

6- Co-develop the guidelines, tools and indicators for effective disease surveillance at the national, subnational and community level to monitor the early prevention, detection, verification, assessment and investigation of any risks of outbreaks.

7- Analyse, systematize scientific and evidence-based technical information and knowledge and compose WHO situation reports, other related regular and ad-hoc infectious hazard reports; and disseminate these reports to all concerned.

8- Ensure that risk communication messages are technically sound and socio-culturally appropriate to engage stakeholders in prevention, mitigation and control of infectious hazards.

REQUIRED QUALIFICATIONS

Education

Essential: First University degree in medicine or public health. Desirable: Training in epidemiology of communicable diseases, public health and data management.

Experience

Essential: At least 5 year experience, including proven relevant international exposure, in managing public health programme for emerging and re-emerging infectious diseases. Experience in managing outbreak prevention and control, infectious hazard management and/or dangerous pathogens.

Desirable: Experience in managing cross-cutting initiatives involving different departments or organizational entities in a multinational context such as the UN, WHO or similar.

Skills

  • Demonstrated knowledge of infectious diseases, particularly in those areas critical for promoting a public health perspective and approach, such as infectious disease epidemiology, prevention or control, clinical management and significant practical application of this knowledge in an international context.
  • Proven ability to coordinate and manage projects, build partnerships with multiple partners in the context of health emergencies.
  • Demonstrated organizational skills with ability to multi-task and produce results under pressure.
  • Capacity to work on cross-sectoral projects.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2068 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
