OBJECTIVES OF THE PROGRAMME

The mission of the Division of WHO Health Emergencies(WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain all hazard emergencies, as described under the IHR (2005) and to provide effective relief and recovery to affected populations.

The WHE Division brings together and enhances WHO's operational, technical and normative capacities in health emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

The Country Health Emergency Preparedness & IHR (CPI) Programme Area is responsible for monitoring and evaluation of countries' preparedness for health and humanitarian emergencies, the planning and country capacity building for critical capacities and the Secretariat of the International Health Regulations(2005). CPI has an all-hazards approach and involves all three levels of the Organization.

DESCRIPTION OF DUTIES

As part of the International Health Regulations, Core Capacity Assessment, Monitoring and Evaluation (CME) Team, the Technical Officer provides support to IHR States Parties in monitoring and evaluating their capacities and functions based on the IHR Monitoring and Evaluation Framework, and in addressing gaps and needs in National IHR Action Plans through appropriate all-hazard emergency preparedness activities.

Under the overall supervision of the Team Leader (CME) and the Programme Area Manager (CPI) the incumbent will:

  1. Act as regional focal point for ensuring the annual submission of the States Parties Annual Report (SPAR) of countries in the WHO European Region to the World Health Assembly, a mandatory requirement of all States Parties to the IHR. In this function, initiate contact and maintain correspondence with National IHR Focal, Points , WHO Offices, HQ counterparts for the submission of SPAR.
  2. Provide input to the documentation, collection and analysis of monitoring and evaluation data regarding IHR capacities and functions, review these data in order to support the consolidation of regional and country needs.
  3. Support the implementation of country and regional office work through participation in country missions and meetings related to IHR monitoring and evaluation
  4. Support the CPI programme with the preparation of briefings and material for the executive management and for governing bodies on strategic issues in relation to the IHR, to and the development of strategic documents on emergency preparedness, response and resilience in the WHO European Region
  5. Provide input to donor proposals and provide input to regular donor, organizational and programmatic reporting
  6. Other related duties as requested by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in social sciences, public health or other related fields Desirable: Master's degree in Public Health.

Experience

Essential: At least two years working experience working on topics related to the IHR Monitoring and Evaluation Framework, with experience in organizing capacity building events. Desirable: International working experience in a related field with WHO, UN or othergovernmental agencies.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 50,377 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2997 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
