OBJECTIVES OF THE PROGRAMME

The mission of WHO's HealthEmergencies Programme (The Programme) is to buildthe capacity of Member States to manage public healththreats and health emergency risks and, when national capacities areoverwhelmed, to lead and coordinate the international response to containoutbreaks and health emergencies and to provideeffective relief and recovery to affected populations. The unit of IHP Infectious Hazard Prevention and Preparedness is responsible for supporting countries for prevention and control of high threatdiseases of both epidemic and pandemic potential through development and disseminationof evidence-based strategies, policies, tools, norms and standards to manageinfectious disease hazards. The team of influenza and other respiratorypathogens develops strategies, guidance, regional mechanisms and interventions to address high threat respiratory pathogens responsible for epidemics or pandemics thereby reducing their impact onaffected populations and limiting their international spread. This group dealswith known high threat pathogens such as influenza, avian influenza, MERS-CoVetc.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, theincumbent is assigned all or part of the following responsibilities:

  1. Advise on the development,implementation and evaluation of the strategies and workplans related to preventionand control of high threat diseases of both epidemic and pandemic potentialsuch as seasonal influenza, pandemic influenza, MERS-CoV and others, developingregional evidence-based strategies, guidance and guidelines.
  2. Identify gaps in knowledge, develop plans and study protocols to address knowledge gaps. Implement plan ofactivities and monitor progress through expert networks on prevention andcontrol.
  3. Develop guidance for surveillance, field investigation, detection and response to the high threat diseases of bothepidemic and pandemic potential such as seasonal influenza, pandemic influenza,MERS-CoV and others; Collect timely data on evolving risk as well as to guideappropriate response to prevent spread.
  4. Monitor the risk and threat of MERS-CoV, ensurequality of the information received from the field and inform timelysenior management so that the Organization can get prepared for any change inthe situation.
  5. Collaborate with the transfer of knowledge team to develop user-friendly materials for risk communication andtraining on surveillance and response.
  6. Support and advise WHO Country Offices on the development and implementation of strategic plans to establishand strengthen national response to outbreaks of both epidemic and pandemicpotential such as seasonal influenza, pandemic influenza, MERS-CoV and others.
  7. Act as the technical lead in the incident management structure, as needed, and establish strong collaborationswith other teams/departments at WHO and other partner agencies to cover thevarious aspects of the public health response to outbreaks of high threat diseases of both epidemic and pandemic potential such as seasonal influenza,pandemic influenza, MERS-CoV and others.
  8. Guide on opportunities to support multi-disciplinary,cross-cutting approaches to work and facilitate participation in such approaches.

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in infectious diseases epidemiology, public health or health related field. Desirable: Training in epidemiology, surveillance and or outbreak investigation

Experience

Essential: At least 7 years of experience, including international exposure, in public health especially in control and prevention of infectious diseases particularly epidemic and pandemic pronediseases. Desirable: Proven responsibility for coordinating, managing cross-cutting initiatives involving different departments or organizational entities in a multinational context such as the UN, WHO or similar.

Skills

  • Theoretical and practical knowledge of infectious disease epidemiology and risk assessment, in particular epidemic and pandemic diseases.
  • Proven understanding of the management of acute and urgent public health responses, including infectious disease outbreaks.
  • Demonstrated effectiveness in building sustained partnerships and working with others in international settings.
  • Capacity to work on cross-sectoral projects.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2268 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
