OBJECTIVES OF THE PROGRAMME

The noncommunicable diseases department (NCD) is responsible for global leadership, coordination, guidance and technical support to reduce premature mortality and morbidity from NCDs, the burden of sensory impairments and oral health through prevention and integrated service delivery, treatment, surveillance, rehabilitation, monitoring and research. The Department also lead WHO's work on disability as well as WHO's work on rehabilitation. The department provides overall coordination and brings together the work on NCD prevention, control and rehabilitation from across the departments and from the three levels of the organization. It coordinates reports to the WHO and UN governing bodies and is the main interlocutor on NCDs. The department assists and supports regions and countries in providing a country-centred, concerted and coordinated action to strengthen health systems to respond to NCDs, oral diseases and sensory impairment. The department also ensures linkages between primary and secondary prevention using technical packages and harnessing innovation and use of technology including Be Healthy Be Mobile. The work in the field of ear and hearing care is guided by the WHA70.13 which requests WHO to undertake several actions in order to promote ear and hearing care across the world and the World Report on Hearing which outlines a framework for integrated people-centred ear and hearing care. These actions include the development of technical resources to support Member States in Monitoring targets and indicators for Ear and Hearing Care and Advocacy for prioritization of Ear and Hearing Care through World Hearing Day

DESCRIPTION OF DUTIES

  1. Provide technical input to the work programme in the area of ear and hearing care.
  2. Undertake research on Ear and Hearing care (EHC) to facilitate the integration of EHC into health programmes and activities of Member States.
  3. Conduct the implementation of a research agenda on EHC including promoting operational research on cost-effectiveness of community-based interventions.
  4. Monitor work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities.
  5. Analyse data on the best practices in implementing prevention of hearing loss strategies and prepare and disseminate information.
  6. Conduct capacity building in the area of EHC.
  7. Serve as a technical resource at the counterpart level concerning EHC in the country(ies); respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures.
  8. Participate in community outreach activities concerning the prevention, diagnosis, treatment and rehabilitation of ear diseases and hearing loss; prepare and deliver oral presentations; compile, prepare and distribute related informational materials.
  9. Exchange information with counterparts in technical departments at HQ, Regional and Country Offices, and with donor and development partners (UN and bilateral) on implementation of policies and strategies related to EHC activities.
  10. Review and ensure quality assurance and relevance of contractual engagements with partners and institutions and make recommendations regarding WHO's support.
  11. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first-level university degree in public health and otolaryngology or audiology. Desirable: Advanced university degree in public health.

Experience

Essential: Minimum 5 years of experience in supporting the development of guidance documents relevant to policies, services and programmes in the health sector at the national level, with a focus on hearing health. Desirable: Experience in public health and epidemiology.

Skills

  • Knowledge of country-level situations with regard to ear and hearing care with a good understanding of relevant country's needs, priorities and policies, along with WHO's policies, practices, guidelines and procedures in the related areas and ability to apply them in the country office setting.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4531 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
