OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. Effective logistic support is key to the success of World Health Organization Public Health Emergency responses. The WHO Operations Support and Logistics (OSL) team provides logistic expertise to respective Regional and Country WHO Offices during outbreaks or other public health events. During 2019-2020 as part of the OSL capacity building, an overall set of managing tools will be developed to offer a comprehensive solution to the WHO Country offices and field offices. As a first step, it is essential to rapidly build up the essential supporting tools package to better manage and provide an adequate service to support the WHO field operations.

DESCRIPTION OF DUTIES

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme. -Provide technical assistance to WHO Member States on ultra-cold chain setup selection and management required in the context of Covid19 vaccination campaign preparedness and implementation; -Develop technical guidance, standardized tools and SOPs for ultra-cold chain management and hazardous waste management consequent to vaccination campaign. Develop vaccination campaign M&E tools in collaboration WHO/EPI Program; -Develop and implement training on ultra-cold chain management and of e-learning material for COVID-19 vaccines storage and transport (including production of video and audio recording pedagogical material accessible through the Open WHO e-Learning platform; -Conduct webinar training on ultra-cold chain setup and management for WHO partners to build up local competencies and facilitate the compliance with Effective Vaccine Management (EVM) in vaccines management requirement following good vaccines management practices; -Provide technical support and training to State Members, UN agencies, International organizations and Institutions for the development and implementation of COVID-19 Health facilities and/or repurposing of existing structure into COVID-19 Health facilities through the OSL/Health & Technical Network support in collaboration with other WHO specialists. -Perform any other related incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in public or business administration, logistic management, engineering, supply management, cold chain management or a related field from an accredited/recognized institute. Desirable: Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistic, transport or supply management and monitoring.

Experience

Essential: At least 7 years of national and international experience and exposure in planning and/or managing health logistics delivery for emergency response at national and international levels, with focus in the design, implementation of concept of operations for an emergency operation, logistics support, including procurement and field team management experience. Experience in vaccination campaigns and cold chain management, outbreak response operations, disaster management planning or business management. Desirable: Prior working experience with WHO, UN agencies, health clusters partners, recognized humanitarian organizations or with an international nongovernmental organization in the area of health operation, outbreak response and planning of emergency interventions in the context of public health and/or humanitarian action. Experience in the delivery of emergency health response / disaster management in a public health environment.

Skills

-Excellent knowledge of logistics outbreak response with demonstrated knowledge of WHO Incident Management System processes. -Excellent analytical, planning and organizational skills. -Ability to work in complex national or international settings in support of international emergency health interventions to often insecure and geographically hostile environments. -Tact, diplomacy and courtesy. -Demonstrated ability to work in multicultural and multidisciplinary settings and excellent inter-personal skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4473 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
