OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology.

DESCRIPTION OF DUTIES

With the overall aim to support progress towards Universal Health Coverage and promote good practices in health services delivery and within the context of the health system strengthening (HSS) strategy of WHO/EURO Office, the incumbent supports key national counterparts in the Ministry of Health with preparing: national strategies and plans, legislative packages, guidelines, trainings and reports, with a view to strengthen the national health system. The incumbent provides expert advice integrated with key national stakeholders' views and preferences to reduce the financial burden associated with illness and ensure access to high quality health services.

Key duties:

The incumbent will work closely with the Health Policy Adviser to operationalize the country-specific HSS strategy to move towards UHC through providing expert technical advice and policy advisory services to the Member State. Under the guidance of the WR and HSS technical experts, in coordination with the Health Policy Advisor and all other needed programs, the incumbent will assume the following responsibilities:

A. Support the design, implementation, and evaluation of national health policies for health system strengthening to move towards UHC.

1. Contribute to policy advocacy and creating strategic alliances for comprehensive and aligned health systems strengthening to move towards UHC, by organizing technical meetings with Ministry of Health counterparts and health development partners.

2. Under the technical leadership of HSS, provide and mobilize technical advice, from both inside and outside the country, to support the government in formulating and advocating for evidence-informed health system strengthening policies for UHC. The incumbent will prioritize providing technical input in the following areas within an overall health systems approach:

a. Policy advice for the development of an aligned service delivery vision to strengthen public health and primary care services in order to better prevent and control communicable and noncommunicable diseases;

b. Policy advice on alignment of other critical system functions such as health financing arrangements, human resource policies, accessible policies for medicines and technologies, and strengthened governance arrangements.

3. Support the Ministry of Health in implementing health systems strengthening in an accelerated fashion drawing on European region good practices and mobilizing expertise and know-how in reform implementation.

4. Contribute to the improvement and implementation of a monitoring and evaluation framework for health systems strengthening agreeable to all stakeholders including joint review mechanisms of progress based on annual implementation reports. Ensure that the monitoring framework is linked to the SDGs and includes health targets on communicable and noncommunicable diseases and universal health coverage. 5. In coordination with the Health Policy Advisor, support the MOH to advocate for alignment of international partners and other health institutions working to strengthen health systems for UHC, with the national planning and budgeting cycles, with the agreed country health policy dialogue mechanisms and schedules and with the established national monitoring mechanisms.

B. Strengthen capacity of national stakeholders to organize and lead an effective health policy dialogue focusing on priority areas of public health, primary care, health financing, health workforce and governance.

Support the design and implementation of a structured health policy dialogue and communications process towards key stakeholders including higher levels of the government, local governments, parliamentarians, civil society and the population on priority reform areas, by providing technical support to the Ministry in planning such dialogues:

2. Work with the government and national stakeholders to develop strategic intelligence on key health system reform issues and on the policy environment and channel these to the policy dialogue and reform implementation process;

D. Support the Health Policy Advisor in the management and implementation of WHO's HSS for UHC work plan in the Country Office within a one-WHO approach:

1. Contribute to the development of the country support plan, the UHC support plan, operational plan under the Global Program of Work, coordinating technical support towards UHC from the WHO Regional Office for Europe;

2. Contribute to effective programming, implementation, and financial management of all WHO funds for HSS for UHC within country and intercountry workplan, taking account of availability of funds, and ensuring effective monitoring of budget timelines and constraints;

3. Regularly monitor and assess the performance of the technical programme through evaluation and reporting, contribute to the quarterly live monitoring efforts under the UHC Partnership, deliver annual reports on progress of UHC related activities within the UHC Partnership, participate in the annual UHC Partnership meeting as required.

E. Provide sub-regional cross-support to the implementation of national health policies for health system strengthening to move towards UHC as needed and agreed with the Health Policy Advisor, CSP and WRs in countries neighbouring duty station.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in Medicine, health sciences, public health, health policy, health management or relevant area of studies. Desirable: University degree (Master' level) in any of the above. Training or certificate in health economics and/or financing.

Experience

Essential: At least five years of demonstrated experience in health system strengthening at national level. Demonstrated experience in supporting national agencies in national health policy planning, health system strengthening, implementation or monitoring Proven track-record in organizing capacity building and policy dialogue events in the health sector.

Desirable: Demonstrated experience providing policy advice in the areas of health system transformation, health financing, public health, or primary care. Relevant professional experience with WHO, the United Nations or other international agencies/organizations. Specific experience in supporting implementation of service delivery and health financing policies to move towards universal health coverage including Primary Health Care.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 43,315 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
