OBJECTIVES OF THE PROGRAMME

The Division of Country Health Policies and Systems (CPS) assists countries in the Region with the design and implementation of appropriate health policies and systems to strengthen universal health coverage. It works to strengthen data-driven, evidence-informed, contextually tailored health policy development and implementation at national, regional, and local levels, taking an inclusive approach across the life course. The Division advocates strengthening of public health leadership, focusing on implementing policies that are people centred, promote health, prevent illness, and address the social and economic determinants of health, while fostering leadership on equity, human rights, and gender mainstreaming in health. It focuses on building capacity for health systems innovation to enable the sustainable delivery of high-quality primary health and community services that are effectively linked to hospitals, and mental health, public health and social care services. To do so, CPS supports country efforts to facilitate access so as to leave nobody behind, to improve financial protection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake and implementation of digital technology.

The WHO European Centre of Excellence for Quality of Care and Patient Safety located inAthens (Athens Quality of Care Office/QoC), works to achieve the highest level of well-being, health, and health protection in line with the Sustainable Development Goals (SDG). Its main aimis to support the Member States in the European region, with a special focus on southern European countries, in building safe, qualitative, effective, and resilient health systems at the core of post-COVID-19 strategies. The Athens Office acts on the following major areas:

Country support, national strategies and frameworks and sharing lessons to scale up successful interventions. This involves inter alia documenting and collating practices and country-specific assistance for strengthening quality of care and patient safety.

Quality of care and patient safety innovation and knowledge synthesis. This includes the creation of an innovation hub to share novel quality of care and patient safety approaches.

Policy analysis in the sphere of quality of care and patient safety. This stream of work aims to systematize evidence evidence on quality of care and patient safety to inform national health policies policies.

Network building, alliances, and stakeholder engagement. Under this pillar partnerships with relevant stakeholders such as leading academic institutions and think tanks are developed and scaled up.

DESCRIPTION OF DUTIES

To provide technical coordination and scientific expertise in the development and timelyimplementation of key QoC activities supporting the Member States in: (1) thedevelopment of sound QoC and PS approaches, and (2) health systems capacity development and strengthening for increased quality of care and patient safety.

Key duties

1. To support national counterparts via focused training and direct technical guidance in the selection of cost-effective,evidence-informed health systems interventions/activities as part of national plans and programmes.

2. To contribute to the assessment of the qualityof services and to deliver targeted training, tools, guidance to national counterparts and the adaptation and translation of WHO Guidelines at the Regional and National levels.

3. To provide project management and analysis support to the QoC Office and CPS division in the development and oversight of and reporting on annual work plans and related projects and activities, including communication activities. The incumbent will work with colleagues across the three level of the organizations particularly other programmes in health systems.

4. To support the QoC Office in the development ofoverall work plan and communication plans including their management and evaluation.

5. To contribute to the EPW's priority countries, by supporting the QoC Office development oftransversal cooperation with programmes in the Division of Health Systems and Policies and with WHO Country Offices as requested.

6. To coordinate and synthetize input from stakeholders inside and outside the Organization on QoC papers for Ministries of Health and other stakeholders as related to the development and setting up of national integrated plans that address Quality of Care and Patient Safety.

7. To collect relevant data to be used for monitoring progress in Quality of Care and Patient Safety in the region by coordinating technical information exchange with Member States through relevantexpert networks.

8. To draft policy briefs on global and regionalpolicies in Quality of Care and their implications to assist Member States inthe selection of relevant and evidence-based policies for the improvement of Quality of Care and Patient Safety.

9. To contribute with specialist technical knowledge to the development of policy analysis in thesphere of quality of care and patient safety mainly for countries in the South-eastern European and the Mediterranean basin part of the WHO European region.

10. To support otherrelated work within the above areas, as relevant and needed by the QoC Office.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in medicine, nursing, public health, or another field relevant to the position. Desirable: University degree (Master's level) in one of the above fields. Certificate or technical diplomain the fieldof Quality of Care and/or Patient Safety.

Experience

Essential: At least five years of relevant experience in the area of health systems and/or patient safety at both national and international levels. Desirable: Proven experience in planning, designing, and delivering training activities in the area of health systems, with emphasis on quality of care. Demonstrated experience in project/programme design, management, and evaluation with a particular focus on Quality of Care and/orpatient safety. Relevant work experience within WHO and/or other UN agencies or other entities active in the health sector.

Skills

Demonstrated knowledge of health systems issues, with emphasis on quality of care and patient safety approaches. Strong communication skills. Demonstrated knowledge of stakeholder engagement notably with patient representatives, governmental organizations, private sector, and other non-state actors. Demonstrated knowledge of the mandate of WHO and the UN. Computer literacy in advanced presentation programs, and the use of database and statistical software would be an asset. Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 951 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
