Technical Officer (Health Management and Systems)

OBJECTIVES OF THE PROGRAMME

The objectives of the programare to ensure coherence of WHO operational planning with the Global Programme of Work (GPW13) and health/cross sectorial priorities of the national authorities and strengthen WHO's role in coordination with the Ministry and national stakeholders while promoting universal health coverage and strengthening health systems in Palestine, in alignment with the National Health Strategy and the attainment of SDG-3.

DESCRIPTION OF DUTIES

1- Contribute substantively to the strategic recommendations and technical activities for health system strengthening including in health governance and financing, health workforce, health information systems, medicines and products and service delivery as delegated.

2- Coordinate with the PME unit at the regional office and Headquarters in collaboration with program managers across the WHO Office for oPt in the planning exercises while facilitating a consistent and standard approach to planning.

3- Collaborate with PME unit at the Regional Office and HQ to perform assessments of the efficiency and effectiveness of programmes at the WHO Office for oPt.

4- Deploy monitoring and project evaluation tools to provide programme performance measures necessary to maintain delivery of programme targets, and preparation of reports.

5- Document and identify programmatic challenges in implementing Public Health programmes and make appropriate recommendations to improve performance.

6- Represent WHO as delegated in technical/coordination meetings.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine, public health, management, administration or related field. Desirable: Advanced level university degree (master's level or above) in a health-related field.

Experience

Essential: At least 5 years' relevant experience in public health, including experience in policy, planning, and coordinating or developing health systems at the national level. Desirable: Relevant work experience in WHO, other UN agencies, or other international organizations.

Skills

Knowledge and skills in public health and health systems.

Ability to conduct research and analyze results, identify issues, formulate opinions, make conclusions and recommendations for strengthening health care systems.

Good knowledge of the health system and the stakeholders in oPt.

Good skills in writing and drafting reports Concrete skills in programme management and administrative processes with a sound understanding of work planning.

Proven ability to present information also within public settings.

Good knowledge of the coordination mechanisms of health sector in oPt.

REMUNERATION

Remuneration comprises an annual base salary starting at ILS 229,998 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
