OBJECTIVES OF THE PROGRAMME

The mission of the department of Health Systems Governance and Financing (HGF) is to support the development of health system governance and financing policies and strategies within the context of national health plans and strategies. It provides technical support on the development of appropriate policies and strategies; develops methods, tools and standards to collect, evaluates and introduces relevant information and evidence into policy debate and choice; builds capacity to use this evidence and engages in partnerships with multilateral and bilateral organizations to help develop governance and financing strategies and policies that help countries move closer to universal coverage (where all people obtain the health services they need without financial hardship linked to paying for the services provided). The Health Financing (HEF) Unit leads the work of HGF in the following thematic areas: (1) resource tracking, (2) health financing policy and public finance, and (3) strategic purchasing of health services. Through this work and contribution to the wider HGF work programme, HEF supports the department's objectives by engaging with countries and the international community to promote institutional sustainability for health financing reforms, efficiency, and equity in the use of health system resources, and transparency and accountability in expenditure flows.

DESCRIPTION OF DUTIES

Under the direct supervision and guidance of the supervisor, the technical expert will:

Either directly or as contracted out to consultants, provide methodological support and technical oversight for the production and use of health accounts carried out by national teams.

Contribute to strengthening capacity of health accounts teams by developing best practices documents and guidelines, running workshops, communities of practice and on-line training programs.

Contribute to the overall teams‘ work developing resource tracking guidelines and tools, including on the link with health finance policy priorities, such as needed to separate the tracking of revenue sources from the tracking of expenditures by financing intermediaries.

With minimal supervision, research, compile and evaluate annually the health expenditure estimates of selected member states in the WHO Global Health Expenditure Database, with a particular focus on data for the revenues of financing schemes and financing schemes.

Contribute to overall team's work in linking resource tracking to health policy and health financing policy, in particular across the three thematic areas of HEF.

Propose contribute to the overall team's work on maintaining the System of Health Accounts methodology relevant and applicable to all health systems, modifications or clarifications to revenue and expenditure classifications to the in collaboration with the International Health Accounts Team, derived from country experience in light of growing diversity of health system configurations and resource flows.

Prepare and publish health expenditure analytics and/or methodological studies.

Support WHO's efforts to demonstrate the policy relevance and uses of expenditure tracking.

Contribute to the ongoing methodological work and discussions on the system of health accounts, particularly in the context of the International Health Accounts Team, of which WHO is a member, to improve the framework and its relevance, as identified.

Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: First university degree in the field of economics or a related field. Desirable: Master's level university degree in health economics.

Experience

Essential: At least five years of progressively responsible professional experience in the area of health accounts, of which at least 3 years are at the international level. Desirable: Work experience with WHO or UN.

Skills

  • Strong knowledge of the System of Health Accounts 2011, and its application in countries.
  • Demonstrated analytical skills in the use of health accounts to inform health policy and systems issues.
  • Commitment to technical excellence and rigor.
  • Ability to work and motivate country teams and consultants.
  • Time management skills.

Desirable:

  • Excellent skills in the use of the health accounts production tool and analysis tool.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3730 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
