OBJECTIVES OF THE PROGRAMME

The new development framework set around the Sustainable Development Goals (SDGs), since 2015, defined Universal Health Coverage (UHC) as a key target within SDG3: Good Health and Well-being. Helping Member States to advance towards UHC requires improving their understanding about the concept, the opportunities and the challenges attached to it. WHO SEARO has the mandate to support this process and the Department of UHC and Health Systems is called to have a leading role in this endeavour. In order to support this mandate, the main objectives of the unit are to: --> Provide technical assistance to SEAR Member States and WHO country offices in health governance, policy and health financing related issues, helping them to strengthen their health systems in the route towards UHC; --> Provide training on UHC related matters, increasing local capacity for policy-making, implementation and monitoring; --> Support the production of health financing related public goods.

DESCRIPTION OF DUTIES

Under the overall guidance of the Director, Department UHC / Health Systems and day to day supervision of the Regional Advisor, Health Financing and Governance, the incumbent will:National Health Accounts:• support SEAR Member States in generating and updating health expenditure data using the System of Health Accounts (SHA 2011) framework, being SEARO's focal point person;• assist with global and regional reporting efforts, including the updating of the Global Health Expenditure Database (GHED) for SEAR Member States and contributing to regional health expenditure analyses and regional expenditure reporting;• liaise with focal points at country level for accessing and/ or producing health accounts data;• coordinate with HQ, WCOs and partners for regular updates and joint initiatives;• support the organisation of regional as well country level meetings, policy dialogues and capacity building activities related to health accounts;• support the production of regional and country level knowledge products on health accounts (e.g., regional reports, country profiles, etc.).Financial protection:• support SEAR Member States in measuring financial protection (in analysing catastrophic health spending and impoverishment), being SEARO's focal point person;• contribute to global and regional financial protection analyses and reporting efforts, including SDGs and UHC related reporting and WHO specific workplan reporting;• liaise with focal points at country level for accessing household survey data;• coordinate with HQ, WCOs and partners for regular updates and joint initiatives;• support the development of unmet needs measurements for the Region and contribute to the global efforts;• support the organisation of regional as well country level meetings, policy dialogues and capacity building activities related to financial protection;• support the production of regional and country level knowledge products on financial protection (e.g., regional reports, country profiles, etc.).Other areas:• assist in providing technical support to Member States on health financing policy design and implementation as well as reforms;• organise trainings/capacity buildings and meetings including policy dialogues;• generate regional intelligence and knowledge products; and• comply with administrative requirements;• perform any other task assigned by the Director-HSD and the RA-HFG; and• submit an end of assignment report (mandatory).

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelors or equivalent) in economics, statistics, health sciences, health financing, from a recognized university Desirable: Advanced degree (PhD level or equivalent) in health economics, econometrics, statistics, health financing, from a recognized university.

Experience

Essential: At least five years' work experience in generating evidence on financial protection and/or producing national health accounts - demonstrated by at least one peer reviewed publication. Out of the total five years of experience, at least two years should be international experience which means: a) proven relevant work experience in the fields of financial protection and or national health accounts in a multicultural environment (including assignments of at least six months each; (b) proven relevant experience working / collaborating with partners / international organizations/institutions across different geographical/cultural settings on joint initiatives focused on health economics, health financing or national health accounts; and (c) proven relevant work experience of working on a project in different geographical /cultural settings in the fields of financial protection and or national health accounts;). Furthermore, as part of the required five years' work experience, at least three years' experience should be in using STATA, and or R statistical data packages for health financing or health economics analyses. Desirable: Experience in health financing research, including at least three peer-reviewed publications in high impact journals on financial protection or using data from national health accounts; International experience/exposure in low and/or middle-income countries of at least six months focused on health economics or health financing with a strong quantitative angle; international experience/exposure in low and/or middle-income countries of at least six months in costing - data collection and analysis; international experience/exposure in low and/or middle-income countries of at least six months in organising capacity building events (both virtual and face- to-face) and policy dialogues

Skills

- In depth knowledge in measuring financial protection (catastrophic health spending, impoverishment, unmet needs)- In depth knowledge in tracking health expenditures (PHC, disease accounts, OOP, etc.)- In depth knowledge in conducting costing studies using tools for health facility data and essential service packages- Proficiency in database management of micro-datasets using e.g., STATA and or R statistical data packages- Sound understanding of health financing policy design and implementation as well as reforms- Sound understanding of the Universal Health Coverage concept and how to monitor health financing systems performance;- Knowledge of the health systems of countries in the Asian Region.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1865 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
