OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (WHE) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. WHE brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle. WHE operates within the humanitarian and emergency management architecture in support of people at risk of, or affected by outbreaks and emergencies, consistent with ways that strengthen local, national, regional and global capabilities. Within WHE, Emergency Operations is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and response planning with partners, implementation of operations and services according to agreed standards and strong logistics and operational support. The expansion and strengthening of operational partnerships is a key priority, particularly the development and operations of the Global Outbreak Alert and Response Network (GOARN). WHE supports global frameworks including inter alia, the Sustainable Development Goals (SDGs) related to health, emergencies and disasters; the International Health Regulations (IHR 2005); the Sendai Framework for Disaster Risk Reduction 2015-2030, the World Humanitarian Summit 2016 and the Pandemic Influenza Preparedness (PIP) framework. WHE supports the regional strategy Asia-Pacific Strategy for Emerging Diseases and Public Health Emergencies (APSED), to advance IHR core capacities for Health Security as well as regional strategies for disaster risk reductions and management.

DESCRIPTION OF DUTIES

Under the direct supervision of the Programme Area Manager, Emergency Operations (EMO) and overall guidance of the Lead (Regional Emergencies) and Regional Emergency Director (RED), and within the framework of the delegated authority, the incumbent is assigned the following responsibilities and shall support SEAR Member States through: 1. Provide senior-level technical expertise and advice on all aspects of the development and operations ofGOARN, including regional strategy development, annual work plans development, management ofactivities, and monitoring and evaluation of results and assist in resource mobilization for the regionaldevelopment and operations of Global Outbreak Alert and Response Network (GOARN).2. Organize regional and support inter-regional meetings of GOARN to review regional infectious disease risk,particularly emerging diseases, and response capacities and capabilities and to document and analyseresponse operations;3. Provide technical support to activities to strengthen coordination of technical networks and disciplines,(including laboratory support) in alert and risk assessment, and foster collaboration between GOARN, GlobalHealth Cluster, Emergency Medical Teams initiative and other global and regional operational partnerships,to support the development and coordination of regional rapid response capacity, and response research;4. Support day-to-day outbreak alert and response operations, including incident management system in majoroutbreaks/health emergencies, and ensure the integration of GOARN in regional and country officesreadiness and response activities, and that GOARN partners provide high-level support to countries in theRegion;5. Provide advice on planning and implementation of training activities, and other capacity-building includingsimulations and exercises, to strengthen regional coordination to support alert and response capacities ofcountries in SEARO and worldwide;6. Participate in acute outbreak investigations and emergency response to provide assistance to memberStates and country offices as needed/requested and assist and coordinate partners in country operations;7. Provide regular updates and reports to senior management on key developments, contribute to thedevelopment and review of information products, including senior management briefings, technical reportsand other documentation and communication materials related to the above work;8. Support and further the Operational Research agenda in the region collaborating with relevant units andpartners9. Actively support and participate in regional operational partnerships programme and activities and10. Perform other related duties, as requested, including provision of support to other areas of work and teamsor programme areas within the WHE, including replacing and backstopping colleagues as required.11. Submit end of assignment report (mandatory).

REQUIRED QUALIFICATIONS

Education

Essential: • First university degree in public health and/or allied sciences from an accredited/recognized institute• Advanced university degree (at least Master's level) in public health and/or epidemiology from anaccredited/recognized institution. Desirable: • First university degree in public health and/or allied sciences from an accredited/recognized institute• Advanced university degree (at least Master's level) in public health and/or epidemiology from anaccredited/recognized institution.

Experience

Essential: At least 7 years of relevant experience in public health in the field of infectious diseases, outbreaks and other public health emergencies, with at least five years' of international experience/exposure in coordinating large scale public health projects in developing countries, with knowledge of inter-agency mechanisms in the area of international preparedness for and response to health emergencies. Desirable: At least five years' experience in working with WHO and/or other UN Agencies and international NGOs.

Skills

Knowledge of the specific and/or technical area of public health, epidemiology, infectious disease and emerging diseases. Demonstrated leadership and managerial skills in international and multi-cultural settings combined with proven ability to successfully coordinate, manage and lead projects, and build partnerships with multiple partners in the context of health emergencies. Sound strategic and tactical thinking with ability to formulate clear comprehensive policies, strategies and plans. Excellent interpersonal with proven ability to communicate in a clear and effective way, with tact, diplomacy and courtesy. Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct; Ability to demonstrate gender equity and cultural appropriateness in the delivery of services to Member States. Knowledge of WHO /UN agencies programmes and practices will be an advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2507 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
