Org. Setting and Reporting The Air Navigation Bureau (ANB) is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council, and the Assembly. ANB provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and the Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO. The Bureau also develops related processes and guidance material. The Bureau also manages the ICAO Universal Safety Oversight Audit Programme (USOAP) that monitors all Member States on a continuous basis.

The Global Interoperable Systems (GIS) section delivers ICAO provisions on information management and cyber resilience matters and supports States, air navigation service providers, aerodrome operators and airspace users in the safe and secure evolution and integration of air navigation systems through its multi-disciplinary work programme and technical expertise. The section advises States, ICAO Council and the Air Navigation Commission on information management and cyber resilience matters with overall responsibility for Annex 15 – Aeronautical Information Services and Annex 4 – Aeronautical Charts, and related documents. It maintains a primary coordination role with the industry to guarantee the evolution and integration of air navigation systems for seamless and secure services provision through the development of the Global Air Navigation Plan.

The incumbent will report to the Chief, Global Interoperable Systems, and is expected to work independently, consulting and collaborating with other Technical Officers, Bureaus, and industry as necessary. S/he is responsible for providing advice to the GIS section to support ICAO’s cyber safety and resilience work and the coordination across all parts of the Organization from inception to implementation.

Responsibilities Function 1 (incl. Expected results) Manages overall evolution of the international aviation trust framework plan, achieving results such as: - Develop a roadmap to drive the necessary transformation of the aviation ecosystem to achieve the necessary resilience to cyber-attacks to the air navigation infrastructure, considering key elements like exchange of information, new entrants operations and emerging technologies. - Develop updates to the relevant Aviation System Block Upgrade (ASBU) framework reflecting the roadmap to be useful for implementation and for driving ICAO air navigation work programme related to cyber resilience. - Coordinate the development of metrics and indicators related to an international aviation trust framework and its costs and benefits in coordination with other ICAO Bureaus and external organizations. - Support the analysis of the reduction in the cyber-attack surface achieved by the implementation of the international aviation trust framework. - Develop a minimum set of services that shall be provided by and entity managing the international aviation trust framework according to the Chicago Convention and its Annexes. - Review technical studies and working papers for the Air Navigation Commission (ANC), international meetings, etc. related to the cyber resilience. - Support States, industry and other stakeholders in regional/sub-regional cyber resilience discussions, through the Planning and Implementation Regional Groups (PIRGs). - Support the planning and management of global and/or regional events intended to promote awareness of the cyber resilience and other relevant ICAO provisions, to ensure smooth and effective running of the events and thorough evaluation of the outcomes. - Analyse problems raised by States and international organizations in the field of air navigation cyber resilience and recommend appropriate solutions. - Advise C/GIS and others concerned on regional technical progress related to the cyber resilience ambitions and, as importantly, impediments, in order to develop mitigation strategies and associated actions.

Function 2 (incl. Expected results) Plans and oversees the work of expert groups for the updates of the ICAO provisions to cover cyber safety and resilience, achieving results such as: - Support the development of cyber safety and resilience aspects of the Global Air Navigation Plan. - Coordinate the analysis of ICAO provisions to verify the need for new SARPs and PANS provisions related to cyber safety and resilience. - Liaise with government and industry in implementing near and long-term global aviation cyber strategies, policies and plans. - Support efforts to develop, maintain and share comprehensive cyber safety and resilience strategies on ICAO public and secure websites. - Coordinate analysis of operational cyber incidents with involved stakeholders to determine potential safety and resilience impacts in support of ICAO’s cyber resilience work.

Function 3 (incl. Expected results) - Develop a project plan indicating high level and detailed deliverables. - Support development of materials leading to a decision on trust framework governance by the Council. - Develop cost and expenses monitoring processes associated to the developments and requirements. - Develop a business plan for a seamless start of the international aviation trust framework including identifying sources of funding. - Develop and coordinate the ICAO application to a dedicated generic Top Level Domain (gTLD) for aviation with the Internet Corporation of Assigned Names and Numbers (ICANN) and the Internet Assigned Numbers Authority (IANA) function. - Coordinate the requirements for a global Internet Protocol version 6 (IPv6) address block for civil aviation use. - Coordinate the participation of ICAO in the Worldwide Interoperability for Microwave Access (WiMAX) forum. - Assist the GIS Section and the Secretariat in the development of proposals for amendment relating to cyber safety and resilience. Provide support for managing the Trust Framework Project, achieving results such as:

Function 4 (incl. Expected results) Assists in providing advice, guidance and technical expertise on operations-related matters to the Assembly, Council and ANC, achieving results such as: - Assist with preparations for the General Assembly to further promote and encourage adoption of an International Aviation Trust Framework. - Assist with Council proposals and presentation on operational aspects of the International Aviation Trust Framework. - Assist the Secretariat during external promotion/introduction of the International Aviation Trust Framework. - Develop briefings, as requested, for presentation to internal and external stakeholders. - Prepare information/working papers and reports related to various planning and implementation regional groups. - Draft reports of meetings.

Function 5 (incl. Expected results) Prepares draft correspondence, technical studies and publications for transmittal to Member States and international organizations, achieving results such as: - Draft replies providing specialized advice and assistance to States, air navigation services providers, international organizations, public and other stakeholders. - Draft and review ICAO publications, such as technical manuals and circulars related to cyber safety and resilience.

Function 6 (incl. Expected results) Performs other related duties, as assigned.

Education Essential A first level university degree in computer science, business development, aeronautical engineering, or in a related field.

Work Experience Essential: - A minimum of six (6) years’ experience in the aeronautical field related to air navigation or other aviation-related regulatory activities and/or in the aviation industry.

  • Experience in positions related to planning and implementation.

  • Experience in project management and in the use of project management tools, methods, processes and techniques.

- Desirable: - Hands-on experience in the use of new technologies and/or concept of operations.

Languages Essential: Fluent reading, writing and speaking abilities in English.

Desirable: A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).
