OBJECTIVES OF THE PROGRAMME

The mission of the Emergency Preparedness and Response (EPR) Program is to build the capacity of Member States to prepare for and manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The programme works in close collaboration with technical departments within WHO and partners to ensure the most up-to-date, effective, and relevant health standards are applied to ensure appropriate response to different types of emergencies. Within this frame, the programme is committed to ensure gender-based violence (GBV) issues are appropriately addressed and responded to in the emergency context. The Health Cluster is also hosted within this programme, further facilitating the interaction with partners through the cluster mechanism to implement relevant health strategies in emergencies.

PURPOSE OF THE POSITION

To provide technical support and assistance on violence against women/gender-based violence in emergencies.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned the following responsibilities:

1. Provide timely and sustainable technical support on GBV in emergencies in WHO AFRO and Country Offices and Health Clusters in the region, ensuring close linkages with ongoing GBV and other related WHO work.

2. Facilitate program activities related to building capacity on GBV of WHO health officers and partners in emergencies through active dissemination of existing interagency and WHO guidelines and other online learning tools and through organizing and ensuring delivery/delivering trainings at regional and national level including:

  • Support national health cluster programme planning processes to ensure the reflection of GBV related health activities in the plans
  • Support regional-level webinars and workshops for health cluster coordinators and partners on the health response to GBV.
  • Support linkages and coordination between the health cluster (including SRH and MHSPSS working groups as relevant) and the GBV sub-cluster, including through trainings and technical support on GBV coordination.

3. Support IASC GBV guidelines rollouts with a focus on the health cluster in their region through collaboration with UNICEF and the GBV Area of Responsibility (AoR).

4. Participate in inter-agency initiatives and inter-cluster coordination, including the GBV AoR, at the regional level.

5. Provide input and contribute to the updating of existing guidelines and development of new training materials.

6. Produce quarterly reports on activities and other activities as required

REQUIRED QUALIFICATIONS

Education

Essential: Advanced University Degree in one of the following fields: Public Health, women's or gender and development studies, social sciences; or first health science degree with advanced degree (at least at master level) in a related field.

Desirable: Training in public health, epidemiology or social sciences.

Experience

Essential: At least 7 years' work experience in violence against women/gender-based violence some of which in emergencies. At least five years of field experience, ideally in a range of settings in Africa.

Desirable: Some training and experience in public health, Experience in UN organizations or agencies, or non-governmental organizations providing technical assistance and support to humanitarian settings.

Skills:

  • Proven experience of violence against women/gender-based violence in emergencies, with proven knowledge of health and gender-based violence issues, a good understanding of gender equality and survivor-centred perspectives and a good understanding of the humanitarian organizational structure.
  • Demonstrated capacity to work in challenging circumstances, administer projects and build partnerships involving technical and political elements
  • Demonstrated ability to work in multicultural settings and excellent inter-personal skills.

REMUNERATION

WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 75.602 USD (subject to mandatory deductions for pension contributions and health insurance, as applicable).

Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
