Objectives of the Programme and of the immediate Strategic Objectives

The mission of the Division of Health Emergencies (WHE) is to build the capacity of Member States to assess, prevent and manage health emergency risks, and lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The WHE Division brings together and enhances WHO's operational, technical and normative capacities in outbreaks, emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities.

Organizational context

Supervised by the technical officer for Gender Based Violence and health operations manager, under the overall guidance of the Incident Manager and Head of the WHO Country Office and working closely with counterparts at the respective regional office and HQ, the incumbent will support implementation of activities under GBV component at the country level. S/he will support establishment and maintenance of strong collaboration with partners, and synergy with the WHO deployed GBV staff, liaise with other units/teams within the country office, across the organization and partners for coordinating the implementation of the approved activities, ensuring alignment of purpose between headquarters and the respective regional office on matters related to GBV. S/he will also support reporting, performance assessment and evaluation of the planned activities, ensuring proper communication with partners and senior management as appropriate.

Summary of Assigned Duties

1: Coordination and Partnership for GBV Activities:

  • Actively participate in and contribute to interagency health cluster coordination meetings; and other cluster meetings as relevant to the work. Support the WHO Country Office team to ensure regular incorporation of GBV into all health assessments, planning, reporting, and provision of services.
  • Work closely with GBV, protection, CVA, MHPSS, and PSEA coordination groups to support incorporation of GBV is incorporated into cross-sector discussions and strategic planning; avail GBV information and training modules to be used in intersectoral training, following the lead of the respective section leads.
  • Maintain/establish positive working relationships with GBV colleagues from other UN, INGO, and NGO agencies working in the Ukraine for the seamless implementation of joint projects, networking, information and resource sharing, and collaboration / strategy and addressing issues.
  • Liaise for technical support with WHO regional GBV Specialist to ensure seamless interagency cooperation and quality technical presence.

2: Enhance the capacity of national and local health authorities and health partners to respond to GBV

  • Support training for national and local health authorities and health partners on clinical care and first line support for GBV survivors customized to meet operational needs where necessary.
  • Support coordination with national and local health authorities to identify needs and gaps in capacity building in the existing national capacity building programme for GBV.
  • Support assessing need for capacity development of partners.
  • Support WHO’s work on the dissemination of WHO guidelines on the health response to GBV survivors into the Ukrainian system.

3: Monitoring & Project Management:

  • Provide timely and quality reporting at all levels of the project cycle, including identifying bottlenecks and challenges that may lead to deviation from the anticipated project results.
  • Provide inputs to the GBV activity planning for the WHO Country Office, and other such reports, donor packages, briefings, and sitreps related to GBV.
  • Ensure proper visibility of WHO in all GBV-related communications

Functional Knowledge and Skills

  • Proven knowledge of violence against women/gender-based violence response and prevention.
  • Knowledge of programming and coordination of the Minimum Initial Service Package (MISP) for SRH and MHPSS in emergencies in crises in humanitarian and post-conflict recovery settings.
  • Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work.

Education Qualifications

Essential: Bachelor degree in medicine, public health or social science.

Desirable: Training in health, GBV, Gender, epidemiology or social sciences, and Sexual Reproductive Health.

Experience

Essential: At least 2 years' work experience in violence against women/gender-based violence response and prevention, ideally with some of this in humanitarian settings, and experience in training health organizations and health providers.

Desirable: Proven work experience of violence against women/gender-based violence response and prevention in emergencies, with proven knowledge of health and gender-based violence issues, a good understanding of gender quality and survivor-centered perspectives and a good understanding of the humanitarian organizational structure.

Use of Language Skills

Essential: Excellent knowledge of English and Ukrainian.

Desirable: Working knowledge of another WHO official language would be an asset.

Other Skills

Good computer skills in Microsoft Office applications.

Remuneration

Remuneration comprises an annual base salary starting at USD 37,537 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
