OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to formulate, evaluate and implement WHO country cooperation strategies that are aligned with Member State's health development agendas that aims to increase access to and effectiveness of high-quality health care, sound Health Financing and Human Resources strategies and better Health Governance.The Gender, Equity and Human Rights (GER) and prevention of Gender-BasedViolence (GBV) Programme aim is to fulfil the Secretariat commitments reflectedin the WHO Gender Mainstreaming Strategy (WHA 60.25) as well as the resolutionson strengthening the role of the health system in addressing violence, particularlyagainst women and girls, and against children (WHA 67.15), including PRSEAH.

DESCRIPTION OF DUTIES

1. Conduct a country needs assessment of the health sector response to GBV to verifyneeds and gaps and draft a workplan based on the identified priorities.

2. Work with the health cluster, to ensure prevention of GBV activitiesare appropriately reflected in the Health Cluster plans, and relevant documentation (Humanitarian Needs Overview and Humanitarian Response Plan).

3. Act as a focal point for coordination between the health cluster (including Sexual and Reproductive Health and Mental Health and Psychosocial Support working groups as relevant), the GBV sub-working group, and Clinical Management of Rape task force.

4. Establish collaborative relationships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of GBV project component.

5. Identify the priority of GBV related issues among the affected population to ensure that these are properly addressed through awareness raising and other community-based initiatives.

6. Identify training needs and provide technical input in development of comprehensive plans for capacity building of health personnel in health facilities and community health workers on the prevention of GBV.

7. Contribute effectively to the preparation and adaptation of training materials tailored to the specific needs and guidance on GBV in Afghanistan.

8. Conduct analysis on the WHO training workshops' impact on GBV topics for different health care providers.

9. Participate effectively in meetings (including field meetings) with the national counterparts and UN stakeholders to identify lessons learned and make recommendations for informed decisions.

10.Prepare quality timely periodical and annual progress reports for donors as needed.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in public health, or gender and development studies, or social sciences or related field.

Experience

Essential: At least two years of relevant professional work experience in the area of gender mainstreaming and gender-based violence.

Skills

- Proven profound knowledge of GBV related issues in Afghanistan.

- Proven technical knowledge of GBV Treatment Protocol.

- Strong interpersonal skills.

- Excellent report and technical guidelines drafting skills.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 45,101 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
