This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

The Technical Officer will join the Spotlight Coordination team and work under the supervision of UN Spotight Initiative Coordinator and guidance of the National Gender Director. He/she will be based at MGCAS where he/she will work closely with the National Gender Directorate team. The performance assessment of the Coordination Officer shall be made jointly by National Director of Gender and the Spotlight Initiative Coordinator using tools provided for this purpose.

The Technical Officer will:

  1. Support coordination of the Spotlight Initiative among MGCAS and other Ministries involved in the Spotlight Initiative
  • Support fluid communication, coordination (including regular meetings), and information-sharing between:

    1. MGCAS and the Spotlight Initiative agencies
    2. MGCAS and other ministries
    3. MGCAS and DPGCAS
  • Provide technical and administrative support in planning and conducting meetings among stakeholders (disseminating minutes, following up on action points, etc.)

  • Provide regular updates of progress of the Spotlight Initiative to stakeholders
  • Promote sharing of key documents such as activity plans and reports
  1. Ensure appropriate implementation of MGCAS activities under the Spotlight Initiative
  • Support the National Gender Directorate in planning, implementing and monitoring activities led by MGCAS
  • Support the functioning of the multisectoral mechanism at all levels in close collaboration with DPGCAS (Provincial Directorate( Focal Points
  • Support elaboration of progress reports and guarantee documentation (participant lists, terms of reference, meeting minutes and pictures, databases/lists of trained service providers)
  • Support and attend Spotlight events and activities as required
  1. Support documentation and dissemination of best practices and knowledge products within MGCAS
  • Identify and document promising practices within MGCAS (at central, provincial and district level)
  • Collaborate with other ministries to identify and document promising practices
  • Promote sharing of lessons learned with all stakeholders
  1. Other
  • Performs other related duties as assigned.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

University Degree in Social Sciences, Gender Studies, Sociology, Development Studies, or related fields.

Required experience:

48 Months

Experience remark:

  • Knowledge of key issues related to gender in Mozambique (legal framework, prevention and response to GBV, government institutions and CSOs working in the area of gender)
  • Experience in monitoring and evaluation
  • Solid understanding and practical experience in gender programming
  • Proven previous experience in coordinating with multiple stakeholders, including UN agencies
  • Proven previous experience working with Mozambican government institutions
  • Results-oriented

Language skills:

  • English(Mandatory), Level - Fluent
  • Portuguese(Mandatory), Level - Fluent
