OBJECTIVE OF THE OFFICE/DEPARTMENT

This is a requisition for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization/World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the subregional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the general supervision of the PAHO/WHO Representative, and the direct supervision of the Advisor, Family, Health Promotion and Life Course, the incumbent will be responsible, but not necessarily limited, to the following assigned duties:

  1. Provide support for the delivery of technical cooperation programs and collaborate in the planning, development and monitoring of plans, programs and projects related to family health, newborn and child health, adolescent health, women and men’s health, elderly health, indigenous health, immunization and vaccine preventable diseases; review and consolidate work plans for the different States and Municipalities in the Country to improve the efficiency of implementation, performance assessment and reporting;
  2. Collaborate in the development of work plans and in the implementation of programs related to maternal and child mortality, cultural diversity in health, gender mainstreaming, obesity, food safety, vaccine preventable diseases, and introduction of new vaccines;
  3. Support national authorities from different sectors in the definition and in the implementation of programs aimed at identifying solutions for issues related to gender discrimination, maternal, newborn and child mortality and programs to ensure safe motherhood and a healthy start for newborns and infants;
  4. Provide technical cooperation to the Ministry of Health in the analysis of the principal health problems (linked to family health taking into consideration mainstreaming issues, such as equity, gender, ethnicity, cultural diversity and strategies based on the healthy life course approach) and to define effective control strategies linked to the promotion of family health and within the framework of the Sistema Único de Saúde (SUS);
  5. Identify technical assistance issues (needs, options and resources); supervise/coordinate the technical assistance for the Projects and Terms of Cooperation under areas of responsibilities, and with implementing partners at country level and subnational level;
  6. Support the introduction of the principles, methods, and epidemiological techniques in the planning, implementation, monitoring, and evaluation of family health programs, taking into consideration mainstreaming issues, and the healthy life course approach as an operational and strategic framework to address the health needs of the population;
  7. Provide technical assistance on knowledge management for areas of work assigned, using all the available means for the dissemination of relevant scientific information;
  8. Participate in the development and/or strengthening of sound and sustainable policies related to family health that contribute to reducing newborn, infant and women mortality rates (mainly maternal mortality), as well as reducing health inequities;
  9. Participate in inter-programmatic work in order to achieve the maximum levels of efficiency and effectiveness;
  10. Serve as communication link between the Organization and the intersectoral teams on matters of technical and strategic project implementation and evaluation;
  11. Collaborate with national technical teams in the preparation of technical cooperation requests and on-site support for the submission of documentation to the Organization, as per agreed upon operating procedures;
  12. Prepare and maintain all documents and progress reports pertaining to the projects being implemented at the country level;
  13. Coordinate the collection of baseline data for monitoring of project implementation and ongoing data collection, as per agreed monitoring and evaluation framework;
  14. Provide support in the implementation and evaluation of the overall performance of the Projects/Programs/Terms of Cooperation/Letters of Agreement; act on behalf of the Project Advisor, as needed;
  15. Collaborate in the preparation of the Representation’s Biennial Work Plan (BWP) and the execution of national technical cooperation, including the analysis of political, technical and socioeconomic realities;
  16. Perform other related duties as assigned;

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a health-related science, public health or related to the functions of the post from a recognized university.

Experience****:

Essential: Five years of national professional experience in technical cooperation in institutions concerned with public health management or evaluation of family health programs.

Desirable: Experience working in a multicultural context, with a gender approach, with local based evidence projects particularly related to social determinants and mainstreaming health settings.

Languages:

Very good knowledge of Portuguese with a working knowledge of English or Spanish.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.
