OBJECTIVES OF THE PROGRAMME

The Division of Country HealthProgrammes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity,unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centered quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioral approaches, to drive implementation of innovation at national, regional and local levels.The Vaccine Preventable Diseases and Immunization, a flagship initiative through the implementation of 2030 European regional immunization agenda, will set a course for everyone in the WHO European Region to enjoy the full benefits of vaccines, including Covid-19 vaccine, across their life-course. It will focus on addressing immunization inequities between and within countries, based on local data and evidence, through innovative local level programming and tailored interventions for a demonstrable impact. Within the domain of addressing immunization in equity in the Region, the agenda will support building a resilient immunization system in Middle-Income Countries by strengthening critical components of national immunization programmes. The unit will bring existing partners, WHO Collaborating Centres, sub regional platforms, community-based and civil-society organizations and non-traditional immunization partners to forge renewed partnerships and harness the available technical expertise of academic institutions in the Region towards making the 2030 European regional immunization agenda a reality.

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Incident Management System (IMS) at the Regional and country levels, the purpose of the post is to support communications and visibility related to the European Union Eastern Partnership (EaP) Vaccination Project. This includes planning and implementing communication and reporting activities at regional level and providing support to the 6 WHO Country Offices involved in the project (in Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine).

Key duties:

Under the technical guidance of the Communications Officer, Vaccine-preventable Diseases and Immunization programme, and overall guidance of the Regional Adviser, Vaccine-preventable Diseases and Immunization programme including in collaboration with relevant technical officers and communication officers at regional and country level, the incumbent will undertake the following specific responsibilities:

Provide support to country offices in planning and developing communication activities and materials aimed at bolstering acceptance and demand of COVID-19 vaccination in the countries;

Track and support external visibility of the project at country and regional level, and support development of materials/activities to promote project activities and outcomes at regional level;

Track project-related activities and materials at country level; track traditional and social media coverage of the project; facilitate creation of and develop an archive of photo, video and promotional materials produced in the 6 countries in relation to the project;

Maintain regular correspondence with counterparts in WHO country offices, national focal points and the EU, via contacts for example at EU External Affairs, EU NEIGHBOURS east DG NEAR, EU Partnerships;

Prepare regular highlights bulletin'-showcasing one activity/achievement from each country;

Produce, adapt and edit info graphics and tiles for use on social media to promote progress in the 6 countries produce regular news stories and promotional material, on web and social media at regional level to raise the visibility of the EU's support, the EU-WHO partnership and project achievements;

Contribute to regional level communications and visibility reports as per project requirements;

Produce biannual factsheet on the project to illustrate scope and progress;

Undertake any other related duties which may be assigned according to the needs of WHO,under the strategic guidance of the Communications Officer, VPI.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in communications, political science, international relations, social sciences, humanities or marketing. Desirable: Additional university degree (Master's level) or postgraduate training in communications, political science, international relations, social sciences, humanities or marketing.

Experience

Essential: At least two years of experience in communications in a health and immunization context. Desirable: Relevant work experience with WHO or UN agencies, health clusters partners, recognized humanitarian organization or with an international non-governmental organization. Demonstrated track record in development and implementation of communications strategies and plans. Demonstrated experience working on EU-funded projects, implementing and coordinating communication strategies; experience writing communications products, design and production of communications materials, including web stories, social media and audio-visuals.

Skills

Excellent Communication and report-writing skills; Demonstrated knowledge of WHO guidance and policies in the area of immunization and/or COVID-19 response. Strong analytical skills and ability to review and synthesize information from multiple sources; Strong interpersonal skills, able to work across cultures and with the capacity to build strong working relationships; Emotional intelligence: Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2147 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
