OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

PAHO Country Offices are responsible for ensuring that the Pan American Health Organization / World Health Organization (PAHO/WHO) country program of technical cooperation and its country presence provides adequate support to the national health development process and, at the same time, enables countries to shape the sub regional, regional, and global health agendas. The PAHO/WHO Country Office is the basic organizational unit for technical cooperation with the country/ies, drawing on PAHO/WHO resources from all levels and all parts of the Organization.

DESCRIPTION OF DUTIES

Under the direct supervision of the Specialist, Laboratory Management and the general guidance of the Center Director, PANAFTOSA, the incumbent will be responsible for, but not limited to, the following assigned duties:

a) Provide support for technical cooperation activities and interventions and support Member States in drafting strategic documents and implementation plans pertinent to the objectives of the AMR National Action Plans (NAP) and EU Project framework, particularly within the animal production and food sectors;

b) Act as liaison with Tripartite partners (PAHO-FAO-OIE) for the design, negotiation and implementation of project activities;

c) Support Member States with their national AMR (integrated) surveillance network, including the technical aspects of data capture, transfer and storage on antimicrobial resistance along the agri-food value chain;

d) Support Member States with optimizing their national AMR regulatory frameworks and with prudent use of antibiotics in the animal and food sector;

e) Respond to country requests on best practices to prevent and control AMR in the animal production and food sectors;

f) Support Member States with Standardization of Antimicrobial Susceptibility Testing (AST) in laboratories, Quality Assurance, and strengthening of National AMR Reference Laboratories in the animal production and food sectors within regional networks;

g) Contribute to Food Safety activities related to Antimicrobial Resistance, especially on surveillance and containment of antimicrobial resistance along the farm-to-fork continuum to facilitate implementation of PAHO’s program work;

h) Provide technical support to ensure the quality / effectiveness of capacity development and knowledge sharing activities within Member States such as policy support, organizational development and individual learning events including preparation of related information, learning materials and on-line tools;

i) Follow up the activities of the Inter-Departmental Working Group on Antimicrobial Resistance and facilitate activities when required;

j) Collaborate in the preparation and / or review of technical documents and reports concerning AMR;

k) Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in a veterinary science or food science related to the functions of the position, from an accredited university.

Desirable: A master's degree in veterinary public health, One-Health, or Food Science would be an asset.

Experience****:

Essential: Seven years of combined national and international experience in animal food production and health, veterinary public health or food science, and more specifically in activities related to antimicrobial resistance, including regulatory aspects, standard setting, analysis and research, and application of One Health approaches. Experience in technical cooperation, capacity building and monitoring and implementation of project activities.

Desirable: Experience in developing national antimicrobial resistance surveillance would be an asset. Experience working with relevant international organizations and/or Tripartite partners.

Technical Expertise:

– Knowledge and experience on antimicrobial resistance in the animal production and food sectors, issues and trends, principles and practices and surveillance techniques, systems and procedures.

– Experience in the transmission of antimicrobial resistance along the food value chain.

– Experience in laboratory methodologies for the determination of antimicrobial resistance in animal and food samples.

– Theoretical and practical knowledge of international technical cooperation, with emphasis in the negotiation and management of international cooperation programs and projects.

– Excellent written and oral communication skills including the development of reports, oral presentations and technical/persuasive documents for consideration at different governmental level.

Languages:

Very good knowledge of Spanish and English with a working knowledge of the other language. Knowledge of French and/or Portuguese would be an asset.

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, Outlook and SharePoint. Other IT skills and knowledge of other software programs such as SPSS would be an asset.

REMUNERATION
