OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the programme.

1- Coordinates the planning, formulation, implementation, monitoring and evaluation of EMP programmes, including medical supply chain activities, with focus on the capacity building of relevant stakeholders including Afghan Food and Drug Administration (AFDA) on: (i) Marketing authorization; (ii) Pharmacovigilance, and (iii) GMP inspection.

2- Provide technical guidance to the national health authorities including MoPH and AFDA on the development, implementation and monitoring of national medicines policy and action plan in line with WHO Medicines Strategy. Monitor the availability of SSFFC medical products and report to WHO global monitoring system.

3- Coordinate with health partners on development and implementation of real time supply chain management and monitoring system and conduct regulatory framework review of quality assurance and protocol development/revisions.

4- Evaluate national regulatory systems to ensure appropriate oversight of the safety, quality and efficacy of medicines and other health technologies.

5- Develop and/or revise national policies and guidelines for: (i) selection of medicines, (ii) Medicine donations, (iii) Good Procurement practices and (iv) Good storage and distribution practices to ensure efficient flow of quality essential medicines and health products.

6- Liaise with the WHO team and national health authorities on quality control and assurance systems for procurement, supply chain management, distribution and storage, including cold storage of medical products and issues related to access of quality-assured medical products, market intelligence, pricing and the appropriate use of medical products at the various health care levels.

7- Provide technical advice to Member States on WHO prequalification of medical devices procedures and guidelines for manufacturers, and on quality management systems for public procurement and on ways to improve medical device management in health care facilities.

8- Oversees the impact of the supply chain management of medical products and new policies and strategies and, where needed, propose new supply management and pharmaceutical care initiatives to address the outbreaks and health emergencies needs, in collaboration with other team members and international partners.

9- Lead the coordination, the publishing and dissemination of information, documents and guidelines on best practices and coordinated efforts pertaining to the various technical activities.

10.-Perform any other related incident-specific duties, as required by the functional supervisor

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in medicine, pharmacy or related pharmaceutical sciences from an accredited/recognizedinstitute. Desirable: Specialized training in regulation of medical products, emergency management, international aid or humanitarian principles.

Experience

Essential: At least seven years of relevant experience with proven international exposure in the area of essential medicines. Related experience working in outbreaks and/or other health emergency operations.

Desirable: Experience and skills in providing in-country technical support and building national capacity. Experience in policy development. Working experience in regulation of medical products. Relevant experience in WHO, other UN agencies, health cluster partners, recognized humanitarian organizations, or nongovernmental organizations.

Skills

  • Excellent technical knowledge in the field of medical products with focus on treatment of diseases with high public health impact.
  • Excellent understanding of the concepts of access to medical products, supply chain management, rational selection and use.
  • Independent judgement: and ability to anticipate new trends in the field of medical products and take actions accordingly.
  • Working knowledge of medical product regulation is an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2481 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
