OBJECTIVES OF THE PROGRAMME

To provide leadership and action and to support Member States in attaining a greater level of awareness for the promotion of healthy environments and populations by addressing key health-related social, environmental and behavioural risk factors and determinants. This programme will respond to the needs of the population in the aspects of lifestyle approach to the impact of climate change, environment and health, noncommunicable diseases, nutrition, tobacco control, health promotion and related health systems to promote healthy social and physical environments where people live, study, work and play as substantial and essential elements of sustainable development, health equity and gender inequality.

To support Member States champion health beyond the health sector to create healthy and safe communities where people can live productive lives with equal opportunities to thrive. Within the framework of Social Determinants of Health (SDH) and the sustainable development goals (SDGs), the unit supports countries and the Western Pacific Regional Office colleagues with the application of a gender equity lens in everyday work, with emphasis placed on addressing the needs of vulnerable populations through an equity approach. The unit supports Member States in addressing the social and commercial determinants of health including that of harmful use of alcohol as well as promoting multisectoral action to prevent and reduce the health impacts of violence and injuries, particularly related to road traffic crashes, drowning and interpersonal violence.

DESCRIPTION OF DUTIES

Under the supervision and guidance of the Coordinator, SDH and the Division Director, and in collaboration with relevant units, the incumbent will perform the following duties:

  1. To support the provision of policy dialogue and advocacy to Member States in developing equity focused and gender responsive service models to advance universal health coverage and the SDGs;
  2. In line with the SDGs and the WHO Thirteenth General Programme of Work, to support WHO staff at the regional and country level to strengthen attention to, understanding of and capacity to integrate gender, equity, human rights and social determinants in policies and programmes;
  3. To support the provision of policy dialogue and advocacy to Member States on designing, implementing and monitoring policies and actions on gender, equity, social determinants of health, human rights and community engagement by promoting consensus across networks of internal/external stakeholders and support cross-sectoral work;
  4. To support the provision of policy dialogue and advocacy to Member States on tackling gender-based violence against women and girls;
  5. To facilitate, conduct research and support the development of tools and communication materials to be used in the advocacy on social determinants, equity, gender, human rights, migration, community engagement and SDGs, including maintaining webpages, databases and documenting and analysing regional experiences and practices to promote continuous learning and quality improvement;
  6. To build partnerships and networks, liaise with other WHO offices and headquarters to support joint initiatives at regional and country levels and support new ways of working across programmes, sectors and stakeholders required for the achievement of universal health coverage and the SDGs; and
  7. To perform other tasks as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in one of the following or related fields: social/political/health sciences, economics, anthropology, international development or public health. Desirable: Advanced university degree in public health, gender, equity, community engagement and human rights.

Experience

Essential: At least five years’ experience in public health, social sciences, economics, gender, human rights or related field including international exposure. Desirable: Broad experience in mainstreaming gender, equity, human rights and other cross-cutting issues would be an asset.

Skills

  • Broad expertise in mainstreaming gender, equity, human rights, social determinants, and experience in public health strategic planning.
  • Ability to adapt and apply the general concepts of gender, equity, human rights and social determinants to country contexts.
  • Strong interpersonal and diplomatic skills.
  • Integrity, tact, discretion and sensitivity to cultural differences.
  • Good negotiation, communication and advocacy skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2518 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
