OBJECTIVES OF THE PROGRAMME

In order to contribute to the reduction of communicable and non-communicable disease morbidity and mortality in the WHO African region,the Emergency Preparedness (EMP) programme area supports Member States in scaling up the implementation and monitoring of the integrated surveillance and response strategy and the International Health Regulations, developing and maintaining the capacity to detect, confirm, and respond to epidemic and pandemic prone diseases as well as other public health emergencies, including influenza.

DESCRIPTION OF DUTIES

Under the technical guidance of the EMP Programme Manager and overall supervision of theEPR RED, the incumbent will be expected to perform the following duties: a) Coordinate the development of surveillance component of PIP PC workplansand revisions.b)Provide technical guidance and support to countries when developing country specific workplans and budgets.c)Coordinate the identification of criteria for prioritizing funds and activities within country project plansd)Coordinate the update of the Regional Pandemic Influenza Preparedness Plan and provide guidance to countries in updating and monitoring their pandemic influenza preparedness and response plan;e)Strengthen the regional capacity for detection of respiratory disease outbreaks, including those due to a novel virus using epidemiological surveillance methodologiesf)Provide technical support to Member States for strengthening influenza epidemiological surveillance, including training activities, where appropriate.g)Coordinate with technical focal points on implementing PC activities at the regional level specifically for burden of disease and other components ofthe PIC PC.h)Coordinate the development of best practices on influenza epidemiological surveillance and response in the African Region and ensure all relevant materials pertaining to influenza preparedness and response (reports, plans, SOPs and other information products) are available for Member States.i)Oversee the PIP monitoring and reporting activitiesj)Any other duties that may be assigned by the supervisor(s)

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in public health or Epidemiology from a recognized university Desirable: Experience in project management.Post graduate degree in Public Health orEpidemiology

Experience

Essential: At least 7 years' experience in surveillance, preparedness and response of infectious diseases of which 3 years at international level; At least 3 years' experience in the management of complex projects with partners. Desirable: --> Experience in WHO or the UN system.--> Experience in surveillance of respiratory viruses.--> Experience of field epidemiology and outbreak situations

Skills

-->Ability to work with national Ministries of health onplanning,implementing and monitoring of surveillance programmes;-->Good knowledge and technical expertise in Integrated Diseases Surveillance and Response and with an emphasis on influenza; -->Excellent communication and facilitation skills. Excellent organizational and analytical skills, complemented by good interpersonal and presentation skills -->Effective writing of technical documents and computer literacy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4064 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
