OBJECTIVES OF THE PROGRAMME

The objective of the WHO communicable disease surveillance and response programme is to support national capacity to detect early and respond to emerging infectious disease outbreaks and events through strengthening core capacities required by the International Health Regulations (IHR) for surveillance, response, zoonoses, laboratory, infection prevention and control, points of entry and risk communication, strengthening national preparedness for emerging and outbreak-prone diseases and developing sustainable intersectoral collaboration at the country level.

Following the framework provided in the Western Pacific Regional Food Safety Strategy, to contribute to strengthening and promoting the national food control systems in the country through technical collaboration with national counterparts in the Government and effective implementation of national FOS activities/issues such as: food control management; national food laws; regulations and standards; health authorities' participation in the work of the Codex Alimentarius Commission; risk analysis; national food control efforts aimed at industry taking up greater responsibility in assuring the safety of the food produced, processed and handled (including the application of Hazard Analysis and Critical Control Point system); foodborne disease surveillance, national contaminant monitoring, food analysis and conducting total diet studies; food safety education and training programmes; inspection services; and capacity of the country to prepare for, respond to and share information of food safety emergencies, including food contamination and foodborne disease outbreaks of public health significance.

DESCRIPTION OF DUTIES

1. Provides technical support in planning, implementation and monitoring of the emerging disease surveillance and response programme; 2. Assists the Ministry of Health in strengthening national capacities in surveillance, risk assessment, response to emerging disease and other acute public health emergencies and provides technical support in improving risk communication capacities during public health emergencies; 3. Facilitates IHR implementation and public health emergency planning, preparedness and response; 4. Assists the national health authorities in establishing collaborating mechanisms for surveillance, coordinates response, risk-reduction measures and research between human and animal health sectors; 5. Assists the Ministry of Health in strengthening laboratory capacity for epidemic alert and response, biosafety and laboratory networking and provides support in strengthening infection prevention and control programmes in health care facilities and national infection prevention and control centre; 6. Facilitates the development of sustainable intersectoral technical collaboration and partnership; 7. Facilitates the implementation of the Western Pacific Regional Food Safety Strategy; 8. Contributes to the continual integration of Country Office work, coordinates and oversees technical work in coordination and collaboration with in-country counterparts and assists in resources mobilization activities in support of the food safety programme; 9. Coordinates and communicates with FOS/Health Security and Emergencies and other technical units; 10. Involves himself/herself in activities of cross-cutting categories and subnational health system strengthening at the Aimag and district level; and 11. Performs any other duties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine or public health or another related field. Desirable: Postgraduate degree in public health or epidemiology or another related field.

Experience

Essential: At least five years' experience in working on prevention and control of communicable diseases at national or international level, including surveillance of infectious diseases, complemented by collection and verification of epidemic alert and risk assessment. Some experience in working with the Ministry of Health in the programme development, management, monitoring and evaluation of communicable diseases prevention and control, food safety activities. Desirable: Experience in working with international organizations in a relevant field will be an advantage.

REMUNERATION

Remuneration comprises an annual base salary starting at MNT 93,749,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
