OBJECTIVES OF THE PROGRAMME

WHO is a specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity.The Country Office develops a two-way collaboration with the Government of Indonesia to ensure that the core public health capacities for emergency preparedness and risk management are strengthened and national capacity is sufficient to prevent the spread of outbreaks.

DESCRIPTION OF DUTIES

Under the direct supervision of the Team Leader Health Emergencies (TL WHE) and overall supervision of the WHO Representative (WR) the incumbent shall perform the following duties:

  • Provide technical and operational assistance to enhance the country's capacities at national and subnational levels in all hazards emergency preparedness, risk reduction, emergency response and recovery.
  • Support the Ministry of Health in the implementation and revision of the National Action Plan for Health Security.
  • Draft WHO emergency preparedness and operational plans, outlining the activities and resources required for WHO to perform its role as the lead technical agency in health emergencies.
  • Assist in the development of contingency (CP) and business continuity plans (BCP) for the country office and build the capacity of WCO staff on these plans as well as on the emergency response framework (ERF).
  • Assist in National Health System Emergency and disaster preparedness, planning, risk assessment and reduction, risk and emergency management with emphasis on an all hazards approach, through facilitating adequate planning and training of national and subnational human resources and enhancing the capacities of the emergency medical teams during emergencies and disasters (mass gatherings included).
  • Facilitate adaptation, dissemination and implementation of national emergency guidelines, tools, strategies and workplans at subnational level.
  • Support the carrying out of gap analyses in all emergency related areas of work and support health system strengthening efforts in these gap areas to ensure that country priorities are fulfilled.
  • Participate in join risk assessments of any suspected or actual emergency event.
  • Support the monitoring and evaluation of the emergency operations.Perform any other duties as assigned by TL WHE and WR.

REQUIRED QUALIFICATIONS

Education

Essential: Advance University degree in a health related field Desirable: Specific training in humanitarian response, disaster management and/or emergency preparedness.

Experience

Essential: At least seven (7) years of relevant experience in emergency preparedness and response, including in health emergencies, some of which should have obtained in an international context. Desirable: Prior work experience with WHO and/or UN agencies or other international organizations; experience working in humanitarian settings.

Skills

Comprehensive knowledge of the theory, principles, methods and techniques of health emergency preparedness and response operationsDemonstrated ability to manage stress and difficult situations.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1966 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
