OBJECTIVES OF THE PROGRAMME

The Office of the Regional Director (RDO) supports the work of the Regional Director, and provides overall leadership and coordination of communications, external relations and partnerships, information products and services. RDO also supports the work of WHO's governing bodies.

The External Relations and Partnerships Unit (ERP) within RDO works in close collaboration with many different parts of the Organization to provide staff with tailored support in order to make the process of mobilizing and managing resources as fast, simple and efficient as possible (from proposal submission, to negotiation and agreement, to reporting to donors on activities). A critical part of this is developing rapport and fostering partnerships with prospective donors/partners, as well as ensuring timely and quality reporting to existing donors/partners. The unit also has a strong role in supporting the Regional Director's communications, and works closely with the Communications Unit and other teams to implement internal communication and other initiatives.

DESCRIPTION OF DUTIES

Under the supervision and guidance of the Technical Officer, ERP, the incumbent is responsible for the following functions:

1. Advance WHO's partnerships by providing strategic advice on engagements with regional- and country-level partners and implementing WHO's Framework of Engagement with Non-State Actors.

2. Contribute to the ERP Unit's engagements with partners such as those around World Health Day, the Sessions of the Regional Committee, donor consultations, partners' forums and other events.

3. Support the Regional Director's communications including social media accounts, drafting and editing speeches and briefing notes and supporting internal communications and initiatives.

4. Work in coordination with the Communications Unit to create products that promote partnerships and visibility of WHO's contributors using a Communication for Health (C4H) approach.

5. Provide support across the Region to strengthen the quality and timeliness of donor reporting.

6. Serve as the focal point for the Region's internal communications by promoting regional and global initiatives.

7. Other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in international relations, social sciences, business administration, public administration, development studies, public health, communucations or related field, or equivalent professional training/self-study. Desirable: Degree or training in communications or public health.

Experience

Essential: Minimum two years’ national and international experience in health communications or Communications for Health, social media, speech writing or other leadership communications, donor reporting or partnerships.

Desirable: Experience with internal communications campaigns and experience with resource mobilization. Experience in an international organization, especially WHO.

Skills

1. Outstanding written communications skills in English;

2. Ability to think strategically and take a creative approach to problem-solving;

3. Ability to apply a C4H approach and use monitoring, evaluation and learning for communications products;

4. Strong project management (and time management) skills;

5. Working knowledge of essential WHO systems, procedures, policies, and structure - or ability to acquire this knowledge quickly;

6. Ability to work independently and to take initiative;

7. Ability to maintain the standard of conduct of an international civil servant and to work harmoniously as a member of an international team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1978 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
