OBJECTIVES OF THE PROGRAMME

The department of Noncommunicable Diseases (NCD) is responsible for global leadership, coordination, guidance and technical support to reduce premature mortality and morbidity from NCDs, burden of sensory impairments and oral health through prevention and integrated service delivery, treatment, surveillance, rehabilitation, monitoring and research. The Department also lead WHO's work on disability. The department provides overall coordination and brings together the work on NCD prevention, control and rehabilitation from across the departments and from the three levels of the organization. It coordinates reports to the WHO and UN governing bodies and is the main interlocutor on NCDs. The department assist and support regions and countries in their efforts to provide a country-centered, concerted and coordinated action to strengthen health systems to respond to NCDs, oral diseases and sensory impairment. The department also ensure linkages between primary and secondary prevention using technical packages and harnessing innovation and use of technology including Be Healthy Be Mobile.

DESCRIPTION OF DUTIES

1- Oversee the smooth country implementation of WHO global and regional commitments on disability, rehabilitation and AT ensuring that the activities are carried out efficiently and effectively according to WHO guidelines and tools.

2- Co-develop and coordinate implementation of evidence-based technical materials on disability, rehabilitation and AT and integration within key programmes of WHO.Participate effectively in drafting the WHO disability action plan and evidence-based technical tools in line with WHO global and regional framework and UN documents

3- To support host government to develop disability inclusive health systems, including in response to health emergencies.

4- Develop training materials and carry out capacity building sessions according to the needs of host government and distribute related informational materials.

5- Provide technical advice on the implementation of the United Nations Disability Inclusion Strategy (UNDIS).

6- Compile and evaluate a variety of data and information related to disability, rehabilitation and AT inclusive health systems and conduct research.

7- Monitor related workplans and budgets including resource mobilization for the implementation of WHO's work on disability, rehabilitation and AT at country level.

8- Serve as the focal person at national level; respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures.

9- Exchange information with counterparts in technical departments at HQ and Regional Office, and with donor and development partners (UN and bilateral) on implementation of policies and strategies related to disability activities.

10- Monitor and update the related technical content and materials appropriate for the WHO website.

11- Provide guidance on uptake of road safety interventions; violence and injuries prevention and control; as well as disability and rehabilitation activities and proactively participate in the implementation of the Decade of Action for Road Safety2021-2030.

REQUIRED QUALIFICATIONS

Education

Essential: First university degreein medicine or related field. Desirable: Advanced University degree (Master's degree) or diploma in the related field.

Experience

Essential: At least 5 years of experience in programme management in the field of disability, rehabilitation and AT at the national level. Desirable: Experience within the UNsystem.

Skills

- Knowledge of local situation with regard to disability, rehabilitation and AT witha good understanding of country's relevantneeds, priorities and policies, along with WHO's policies,practices, guidelines and procedures in the related areas.

- Ability to identify issues, formulate opinions, and recommendations.

- Ability to review and revise policies and objectives of assigned programme and activities.

- Interpersonal skills using tact, patience and courtesy.

REMUNERATION

Remuneration comprises an annual base salary starting at PKR 6,743,899 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
