OBJECTIVES OF THE PROGRAMME

The Department of Digital Health and Innovation sits within the Science Division, led by the Chief Scientist. The overall mission of the Science Division is to harness the power of science and innovation in a systematic way, by ensuring the excellence, relevance and efficiency of WHO's core technical functions, including norms and standards and research. Within the Division, the specific purpose of DHI is to harness the power of digital health and technologies to contribute to the attainment of the highest standard of health of all people.

The mandate of the department is structured around 4 functions:

1. To enhance WHO's global leadership and role in assessing and enabling digital health technologies, and support countries to make decisions about how to prioritize, integrate, implement and regulate them.

2. To support development of methods for assessment of digital technologies, at global and national level.

3. To identify, foster and scale up evidence-based innovations, to address gaps in the attainment of Universal Health Coverage (UHC), protection from health emergencies and the attainment of healthier populations.

4. To identify and foster internal and external collaboration through networks and partnerships to help identify and address gaps and avenues for digital health solutions

DESCRIPTION OF DUTIES

Under the supervision of the Strategy and Governance Unit Head in DHI, the incumbent will be responsible for:

- Supporting the STG Unit Head fostering implementation of the Global Strategy of Digital health with internal and external digital health technical networks of the organization, as well as external collaborating entities of the organization.

- Contributing to the development of, technical digital health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in developing further the governance guidance for Member States.

- Liaising with, Member States, other UN agencies, development partners, to foster support to establish governance for Member States for digital health in support of the implementation of the WHO general programme of work and national digital health policies.

- Ensuring the strategic positioning of the global strategy on digital health within the department, the three levels of the organization, among partners and various actors in the digital health global ecosystem.

- Contributing to the development of regulatory framework of digital health and AI for health tools.

- Developping policy guidance to assist Member States in establishing Digital health governance models including ethical, equity and regulatory frameworks.

- Contributing to the development of the framework for International Health Data Regulation.

- Contributing to drafting donor funding proposals for the area of Strategy and Governance and subsequent donor funding implementation reports.

- Coordinating with communications/advocacy staff on production and dissemination of promotional materials and handle digital health and innovation public relations events.

- Perform other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Master's level university degree from a recognized university in public health informatics, digital health sciences, business administration, management, international relations, development studies or other related areas. Desirable: Governance studies or a good understanding of governance and regulatory models in public health emergencies / humanitarian actions or equivalent in academic and professional experience.

Experience

Essential: Minimum 7 years' experience at international level, including at least 2 years' experience in digital health and governance in the international arena. Desirable: Experience working with WHO. Understanding of global public health. Experience in management and working with diverse stakeholders (governments, the UN system, civil society).

Skills

- Strong understanding of digital health and innovation, digital Strategy, eHealth, virtual care, data governance issues and relevant international networks.

- Ability to monitor new trends on digital health and digital governance, keep abreast of industry best practices.

- Demonstrated ability to work and lead with efficiency and flexibility particularly as part of a team effort to ensure collective success.

- Experience in working on teams with diverse cultural and professional backgrounds.

- Demonstrated excellence in written and oral communication skills, and experience in advocating and communicating with a broad and diverse audience.

- Proven ability to organize and prioritize multiple initiatives and meet deadlines within a fast-paced environment with multiple and competing demands.

- Experience dealing with multiple stakeholders from a variety of backgrounds.

- Strong track record of identifying science and technology trends with the potential to disrupt healthcare global governance.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5306 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
