OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

The Vaccine Preventable Diseases and Immunization, a flagship initiative through the implementation of 2030 European regional immunization agenda, will set a course for everyone in the WHO European Region to enjoy the full benefits of vaccines, including Covid-19 vaccine, across their life-course. It will focuson addressing immunization inequities between and within countries, based onlocal data and evidence, through innovative local level programming and tailored interventions for a demonstrable impact. Within the domain of addressing immunization inequity in the Region, the agenda will support building a resilient immunization system in “Middle-IncomeCountries” by strengthening critical components of national immunization programmes.The unit will bring existing partners, WHO Collaborating Centres, sub-regional platforms, community-based and civil-society organizations and non-traditional immunization partners to forge renewed partnerships and harness the available technical expertise of academic institutions in the Region towards making the 2030 European regional immunization agenda a reality.

DESCRIPTION OF DUTIES

In the context of the WHO Health Emergencies Incident Management System (IMS) at the Regional and country level, the position will support the efforts related to the European Union Eastern Partnership (EaP) Vaccination Project in response to COVID-19 pandemic, through provision of technical assistance on vaccine acceptance and demand activities,in successful provisions of the national and subnational support on deploymentof COVID-19 vaccines. The technical assistance is provided within the frameworkof EU COVID-19 Vaccination and Vaccine Preparedness and Deployment Programme for the Eastern Partnership institutions in the Region towards making the 2030European regional immunization agenda a reality.

Key duties: The focus of the work will be to coordinate in-country requests and needs on vaccine acceptance and demand activities on COVID-19 vaccination, including: Provide Technical Support to countries with conducting insights research on vaccination behaviour, especially focusing on COVID-19 vaccines (including perceptions, concerns, enablers and barriers) lead and supervise the behavioural insights work and provide on-going guidance and tailored support to countries including: Plan and implement behavioural formative research studies on understanding issues related to new vaccine introduction. Develop tailored interventions incl. communication recommendations based on behavioural insights research / data to increase vaccine uptake support implementation of recommendations following research results, including the support of monitoring and evaluation frameworks, following-up with countries. Monitoring implementation of intervention to show impact of demand and acceptance activities to be able to share lesson learned to member states, track in-country activities in EU-Eastern Partnership and Western Balkan countries (and other if needed) including developing weekly updates, participating in COVID-19 vaccine consultation meetings, and development of PPT. Lead, coordinate and facilitate in-country trainings for health care workers using existing training materials Organize and facilitate in-country meetings in EU-Eastern Partnership and Western Balkan countries (and other if needed), and coordinate with partner organizations. Strengthen implementation and evaluation of regional normative guidance and information related to vaccine acceptance and demand including: Support developing relevant training modules, guidance and information materials; Collaborate with relevant experts and partners in developing and evaluating new initiative/s and their use and implementation in Member States, Collaborate within VPI unit and other related units in WHO EURO ininitiatives and activities to incorporate behavioural aspects in an effort to increase uptake for routine and newly introduced vaccines, including: Coordinateand streamline the qualitative and quantitative behavioural insight work onvaccine hesitancy Collaborating with the Behavioural and cultural insight unit. Support updating, revising and evaluating crisis communication materials and trainings related to COVID-19 vaccination, in alignment and coordination with the IMST communications pillar and with partner organizations. Support new initiatives within VPI to further strengthening, positioning, and promoting the work on Vaccine acceptance and demand incl. immunization communication and social and behavioural change by supporting including support with the establishment of a new vaccine acceptance and demand task force in the Regional office for Europe.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in social science, psychology, medical anthropology, sociology or related field. Desirable: Additional university degree or postgraduate training in any of the above fields. Demonstrated track record of qualitative research for community and consumer insights track record of peer-reviewed research publications within related areas

Experience

Essential: At least 5 years' experience working with social and behavioural sciences, preferably applied in a health and immunization context. Desirable: Relevant workexperience with WHO or UN agencies, health clusters partners, recognized humanitarian organization or with an international non-governmental organization. Experience in developing audience-centred intervention and communication plans

Skills

Demonstrated knowledge of WHO guidance and policies inthe area of immunization, Operation and Logistics, emergency response and/or COVID-19 response;Demonstrated knowledge of immunization ina health systems Strong analytical skills and ability to review andsynthesize information from multiple sources; Excellent Communication, Facilitation and Report-writing skills;Strong interpersonal skills, able to work across cultures and with the capacity to build strong working relationships;Emotional intelligence: Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2790 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
