OBJECTIVES OF THE PROGRAMME

The Division of CountryHealth Policies and Systems (CPS) assists countries in the Region with thedesign and implementation of appropriate healthpolicies and systems to strengthen universal health coverage. It works to strengthendata-driven, evidence-informed, contextually tailored health policy developmentand implementation at national, regionaland local levels, taking an inclusive approachacross the life course. The Division advocatesstrengthening of public health leadership, focusing on implementingpolicies that are people centred, promote health, prevent illness, and addressthe social and economic determinants of health, whilefostering leadership on equity, humanrights, and gendermainstreaming in health. It focuses on building capacityfor health systems innovation to enable the sustainable delivery of high- qualityprimary health and community services that are effectively linked to hospitals,and mental health, public health, and socialcare services. To do so, CPS supportscountry efforts to facilitate accessso as to leave nobody behind, to improve financialprotection, to strengthen the health workforce, to increase access to affordable medicines and technologies, and to promote the uptake andimplementation of digital technology.The Data and Digital Health (DDH) coordinatesthe digital health flagship and provides technical and policy guidance andexpertise on the safety and efficacy of digital health solutions; andpreserving health equity, gender equality, equity and human rights as corevalues in their deployment. Through its work it will support countries toleverage the use of digital technologies for improving the interface betweenpeople and health services; for improving health system performance; and forstrengthening critical public health functions including disease surveillance,early warning and risk assessment. Furthermore, the unit is responsible fordata collection, collation, analysis, presentation and dissemination. It willmonitor and measure progress in achieving the SDGs and the triple billion goalswhilst developing and implementing a measurement framework for the EPW. It willprovide strategic direction, technical assistance and tailored support tocountries to strengthen their capacity to be able to generate timely, credible,reliable and actionable data. The priority will be to strengthen healthinformation systems in non-EU countries. The unit will engage with experts andpartners both within and outside the Region to harness synergies, reduce datacollection burden and fill important data gaps. It will seek to develop newapproaches and methodologies including the use of big data to complementtraditional methods for timely measurement and monitoring of health status andhealth system performance. It will also be responsible for ensuring timely andeffective dissemination of health statistics to serve as a basis for planningand prioritization of activities in countries.

DESCRIPTION OF DUTIES

Thepurpose of the post is to provide specialist technical assistance to theRegional Adviser for Data and Digital Health and contribute as a DDH Unit team member towards theplanning, coordination and implementation of its strategic goals and activities,including coordination of work with MemberStates, technical input to and monitoring of projects and support to resource mobilization.Key duties:Under the guidance of the RegionalAdviser, DDH, the incumbent assumesthe responsibility to achievethe following tasks:Providespecialisst technical and policy advice in the area of data science and digitalizationof health information systems.Providetechnical support and collaborate in developing national data science capacity(big data, data analytics and artificial intelligence -including machinelearning-) in WHO European Member States and WHO Country Offices.Supports Member Statesin developing policies and guidelines to enhance health data governance and promotecapacity building to maintain and implement data science and digital healthsolutions with focus on the digitalization of health information systems.Deviseguidelines for development and implementation of infodemic management in MemberStates and provide related technical support.Providetechnical expertise and guidance in the area of data science principles andmethods; gather, process, and organize necessary input data (structured andunstructured) for models, utilizing data from UN interagency estimates,surveys, administrative data, and other metadata.Generateanalytical reports, charts, tables, figures, presentations and other materials(including manuscripts and publications) tailored towards different audiencesbased on the interpretations of the conducted analyses.Undertake health situation analysis andmonitoring of trends in health status and health systems together with theapplication of forecasting methodologies to predict progress being made towardsthe achievement of goals set out in the SGDs, GPW13 and EPW targets.Identify opportunities for collaboration inscientific, research and technical information production and knowledge sharingacross the Organization, within WHO, with other UN organizations or with other partners;establish and maintain partnerships that promote and support suchcollaboration; provide technical assistance, when called upon, to institutionsof WHO Europe Member States in the area of data science and digital health.Create and provide technical input to a networkof Collaborating Centers on data science (big data, Data analytics and artificialintelligence -including machine learning-) with theobjective of identifying, analyzing and promoting good practices and synergies.Providetechnical assistance in other related work within the above areas, as relevantand needed by DDH.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in information technology, science or health (or equivalent). Desirable: University degree (Master's level) in datascience or digital health (or equivalent).

Experience

Essential: At least 5 years of professional experience at nationaland international level working with digital healthtechnologies, informatics or data science.Demonstrated experience working with datascience enablers such as strategy, policy,standards, governance,legislation, financing, or literacyin the domain of public health. Desirable: Relevant experience working with(in) WHO, theUnited Nations or other international organizations.Experience in managing and supporting national,professional, or civil society programmes in the area of data science and/ordigital health. Experience working with data governance and national healthinformation systems.

Skills

Technical expertise in the application of datascience.Demonstrated ability to communicate withexperts and stakeholders from different fields,including policymakers, researchers, civil society and the private sector.Proven strong analytical, research,presentation and report writing skills.Ability toidentify and manage one's own emotions, as well as helping others do the same.Ability to work comfortably in an international,multi-disciplinary, fast-paced environment.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2513 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
