OBJECTIVES OF THE PROGRAMME

The Department of Global HIV, Hepatitis and Sexually Transmitted Infections Programmes (HHS) hosts the WHO's Global HIV Programme, the Global Hepatitis Programme (GHP) as well as the Global Sexually Transmitted Infections (STI) Programme. The programmes are guided by the Global Health Sector Strategies on HIV, Viral Hepatitis and Sexually Transmitted Infections (GHSS) 2022-2030 that were approved by the World Health Assembly in May 2022. The programmes have the following strategic directions: 1) Deliver high-quality, evidence-based,people-centred services; 2) Optimise systems, sectors and partnerships for impact; 3) Generate and use data to drive decisions for action; 4) Engage empowered communities and civil society; and 5) Foster innovations for impact. The 2022-2030 GHHSs are linked to achieving the goals of the 2016-2030 Agenda for Sustainable Development (or the Sustainable Development Goals), in particular, the goals of ending AIDS, tuberculosis and malaria; and achieving universal health coverage and healthy lives and well-being for all at all ages by 2030. The objective of the department is to lead an effective, organization-wide HIV, Hepatitis and STIs effort to support Member States in the implementation of the Strategies. The Department provides technical and strategic leadership in key technical areas and leverages the capacity of other HQ Departments to contribute to the broader global programmes. The Department works closely with Regional Offices to maximize WHO's impact in countries.

DESCRIPTION OF DUTIES

  • Contribute to the Department's biennial programme of work in the area of strategic information related to HIV, Hepatitis and STIs, to produce timely and high-quality outputs as data insights in its work plan. Assigned duties in this respect include:
  • Support annual data collection, data validation and data entry into the WHO systems are updated on an annual basis, securely managed and basic and complex data analysis and visualization completed.
  • Design and conduct new data analyses, forecast trends and assess associated health impacts at the global, regional and country levels.
  • Support colleagues working in HHS technical units and in countries by providing them with timely and understandable data insights, through listening to and understanding their questions or needs, identifying potential data sources, and designing, conducting and interpreting new data analyses.
  • Triangulate and synthesize quantitative evidence on new topics as they arise.
  • Develop and manage statistical programming code for datasets to ensure accurate, timely, reproducible, and transparent analyses to inform global monitoring and department decision-making, including automation and visualization of certain analyses.
  • Manage and respond to country requests for global data reporting, including viral hepatitis and STIs and ensure that the country-specific Global AIDS Monitoring (GAM) data responses are produced and managed in close collaboration with SIA team members and other UN agencies such as UNAIDS and UNICEF.
  • Support data analyses of the global HIV, viral hepatitis and STI response, and contribute to the Global Health Sector Strategies (GHSS) progress reports, accountability framework updates, and contribute to progress reports on HIV, viral hepatitis and STIs, displayed in digital and written formats.
  • Ensure that department data are securely entered and maintained in WHO data management systems, that datasets are clean and ready for analyses and reporting, and that contractors are in place for informatics management, analysis and support.
  • Perform any other related responsibilities as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: A first-level university degree in public health, epidemiology, biostatistics, or in a similar field. Desirable: A Masters-level or PhD in epidemiology, biostatistics, or in a similar field.

Experience

Essential: At least five years' experience in data analysis of health indicators, synthesis of data from multiple sources, and producing visualizations of key health statistics or estimates, database management and data use, particularly related to, HIV, Hepatitis or STIs. Experience in statistical programming (such as with Stata, SAS, or R), particularly for the manipulation, analysis and visualization of data, or expert programming skills with other data science software such as Python or Matlab. Desirable: Experience with other quantitative disciplines such as survey methods, infectious disease modelling, economic evaluation, or geospatial mapping of health data would be an asset. Experience with data collection and analysis in low- or middle-income countries is desirable, as is experience with the United Nations and/or international organizations related to public health data, estimates and statistics.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4766 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
