OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The objectives of the Country Readiness Strengthening Department include the development and strengthening of core national capacities necessary to mitigate and respond to emergency risks and vulnerabilities. The Department prioritizes support to the most vulnerable and low capacity countries. The Health Care Readiness (HCR) Unit enhances readiness measures through the development of technical and clinical care standards addressed from a person-centered and system's perspective. The unit includes the promotion across partners and regional offices of capacity building and rapid deployment of health care experts and teams as surge capacity to provide both immediate, short-term care in order to reduce the loss of life and prevent long-term disability indifferent emergency scenarios.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties: 1. Coordinate the pillars multidisciplinary engagement with country/regional level counterparts related to core deliverables of the clinical emergency response, including but not limited to clinical guideline dissemination and implementation, data collection and reporting, biomedical needs assessment and procurement, oxygen assessment and scale up support, clinical and operational training supports; maintaining intervention in accordance with WHO policies, quality standards and standard operation procedures to provide a timely and efficient emergency response. 2. Conduct coordination with WHO Operational Support Logistics and Procurement teams on all supply and logistical work streams; oversee processes related to rationalization and selection of essential drugs; devices and equipment; appropriate brand/device selection to support emergency response by member states and health partners. 3. Support and coordinate development of assessment and response materials/tools for the health facilities, organizations and countries to continually assess operational needs and enhance the clinical response, including but not limited to supply forecasting, inventory and consumption tools, medical kit and infrastructure development, monitoring and evaluation tools. 4. Monitor, analyze, collate and present data on the development of health operations to the team lead to determine strategic changes and support required to achieve specific objectives. 5. Participate in the development and adaptation of WHO guidelines according to the prevailing operational situation to address the changing health circumstances and unique environments of the individual countries/regions. 6. Coordinate the continual update of the clinical training channel for the clinical unit on OPENWHO.org. 7. Ensure internal assessments are performed at agreed intervals, with clear recommendations and follow up on implementation, upon completion of the outbreak for future responses. 8. Monitor work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities. 9. Perform any other relevant activities as requested by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in medicine or nursing or public health or in health policy or health education

Experience

Essential: At least five years of professional experience in medicine or nursing, including at least 1 year of professional experience working in the context emergency response. Experience developing public health capacity and policies/strategies, at national and exposure at international levels. Desirable: Experience or sound knowledge of WHO mandate and goals related to outbreaks, emergency risk and crises management or experience in UN organizations/agencies, international institutions or NGOs.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4106 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
