OBJECTIVES OF THE PROGRAMME

The Department of Noncommunicable Diseases (NCD) is responsible for global leadership, coordination, guidance, and technical support to reduce premature mortality and morbidity from NCDs, burden of sensory impairments and oral health through prevention and integrated service delivery, treatment, surveillance, rehabilitation, monitoring, and research. The Department also lead WHO's work on disability. The Department provides overall coordination and brings together the work on NCD prevention, control, and rehabilitation from across the departments and from the three levels of the organization. It coordinates reports to the WHO and UN governing bodies and is the main interlocutor on NCDs. The Department assist and support regions and countries in their efforts to provide a country-centred, concerted and coordinated action to strengthen health systems to respond to NCDs, oral diseases and sensory impairment, including, particularly, access to health services including essential medicines and technologies. The Department is responsible for broader programmatic initiatives, such as the Global Initiative for Childhood Cancer, and also ensure linkages between primary and secondary prevention using technical packages as well as harnessing innovation and use of technology, including Be Healthy Be Mobile.The objective of the Platform is to provide an estimated 50 countries with access to childhood cancer medicines, by 2027 and, by extension, to contribute toward to achieve the goal of 60% survival in the Global Initiative for Childhood cancer, and also to find innovative solutions to provide childhood cancer medicines to the end-user by improving affordability and accessibility.

DESCRIPTION OF DUTIES

1. Actively contribute in the design and implementation of technical assistance on pharmaceutical systems and supply chain activities related to the Global Platform for Access to Childhood Cancer Medicines (GPACCM), in support to Member States, WHO Regional and Country offices, and local government and non-governmental actors.

2. Ensure technical support in comprehensive, multi-dimensional and integrated approaches for access to childhood cancer medicines, linked to and in close collaboration with WHO Global Initiative for Childhood Cancer, by serving on technical working groups and by WHO in key global and regional technical meetings and committees.

3. Reach out and collaborate with national and regional on-site leadership teams to identify synergistic opportunities; create and lead multi-dimensional, cross-cutting initiatives that improve access to childhood cancer medicines and related to GPACCM.

4. Complete desk-based and/or field based pharmaceutical management technical assistance activities with particular focus on supply chain management and work across delivery sites and in coordination with colleagues to develop national and/or regional plans and to advise on implementation best practices.

5. Provide writing and analytical assessments, in collaboration with the procurement agency and with St Jude Children's Research Hospital, as needed, to produce special thematic reports such as national procurement and supply management assessments, regular stock-level status reports, and/or technical briefs documents.

6. Produce and/or support the production of interim and final annual project reports for participating Member States in the Global Platform including impact reports, scientific and policy papers and other documents, as needed, within the responsibility of the position and related to childhood cancer medicines.

7. Build the capacity of national and local health partners to effectively manage supplied health products, particularly product registration and regulations, supply chain management, inventory management, and regulations development.

8. Conduct targeted pharmaceutical systems and supply chain mentorship and supportive supervision at regional, national and local levels (when necessary) in close collaboration with relevant programmes and departments.

9. Conduct monitoring and evaluation of Platform including the internal and external audits of products from purchase order to delivery, including through the use of logistics information systems and in collaboration with St Jude Children's Research Hospital and the procurement agency.

10. Generate communication materials, presentations, articles, concept papers, abstracts and posters in the context of knowledge management and participate in the presentation of these products to various audiences and forums.

11. Participate in the design and implementation of pharmaceutical systems and supply chain assessment activities including the development of or use of existing tools, as appropriate, data collection and analysis, and data utilization plans for the Platform; also assist in data interpretation, reporting and decision making.

12. Formulate strategies and designing innovative solutions to minimize and resolve issues/conflicts for complex procurement projects. Stay up to date on the latest evidence and serve as a resource for the Global platform implementers across the network.

13. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree (Master's level or above) in public health, pharmacy, supply chain, medicine, economics, law, business or any other related field.

Desirable: 1. Certificate in procurement, supply chain, or other related medical engineering fields. 2. Chartered Institute of Purchasing and Supply (CIPS) qualifications or APICS Certified Supply Chain Professional (CSCP) or alternate equivalent. 3. Pharmacist, physician and/or nurse qualification preferred.

Experience

Essential: 1. A minimum of 7 years of professional experience in public health in the implementation of access to health products at national or international level. 2. At least 5 years of experience in managing projects related to the procurement and supply chain management of health products and/or monitoring access to health products at a global and/or national level. 3. Demonstrated experience at the international level.

Desirable: 1. Training related to pharmaceutical systems. 2. Experience in cancer control or child health. 3. Relevant work experience with WHO and/or UN agencies, health cluster partners; experience working in relevant nongovernmental organizations.

Skills

1. A sound knowledge of good practice in public procurement, category management, or supply chain in an international environment. 2. Sound knowledge in one or more health related commodities, such as hospital equipment, laboratory equipment, drugs, and medicines. 3. Ability to take a leadership role, to supervise staff, and to build collaborative relationships. 4. Persuasive and clear communication and interpersonal skills. 4. Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders. 5. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5271 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
