OBJECTIVES OF THE PROGRAMME

The mission of WHO's Heath Emergencies Programme is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international heath response to contain outbreaks and to provide effective relief and recovery to affected populations. The objectives of the CRS Department include the development and strengthening of core national capacities necessary to mitigate and respond to emergency risks and vulnerabilities. The Department prioritizes support to the most vulnerable and low capacity countries. The Border Health and Mass Gathering Unit aims to support Member States in building and strengthening capacities for preparedness, readiness, response and recovery to public health events related to Points of Entry, international travel, population movements across borders and in the context of mass gatherings, in line with the provisions of the International Health Regulations (IHR 2005).

DESCRIPTION OF DUTIES

The incumbent will contribute to: 1. Plan and develop activities for the implementation of the IHR (2005) that relate to border health - travel, transport, points of entry and conveyances, and related public health measures and health documents- in collaboration with relevant internal and external stakeholders, in particular response in emergency situations. 2. In close collaboration with a broad range of professionals and institutions inside and outside WHO, including UN agencies, international organizations and non-state actors, elaborate and support dissemination, implementation of policy and advocacy products and practical guidelines in relation to border health measures, including those at points of entry. 3. Develop and support activities for strengthening of IHR capacities including PoE assessment, designation, contingency planning, Monitoring & Evaluation, etc., when requested by WHO Member States and in coordination with WHO Regional and Country Offices. 4. Plan, coordinate and implement activities to support WHO emergency Incident Management including regular coordination with travel, transport and tourism related sectors. 5. Support other related responsibilities, tasks, including replacing and/or backstopping for others within and outside the team.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level degree in global health, public health, or a related area. Desirable: Training in international relations or political science.

Experience

Essential: At least 7 years of experience in Point of Entry & international travel, border health related issues, including applying and promoting international travel, transport and points of entry requirements during health emergencies. Experience in coordinating with relevant international partners across the areas of travel, trade, transport, migration and tourism. Experience in developing and strengthening capacities to manage health risks across borders, including at points of entry, within the framework of the IHR. Desirable: Experience in WHO, with emphasis on providing expert advice and developing policy and technical guidance tools to Member States on the IHR and other relevant agreements for border health. Experience in planning and development of training programmes and training tools, especially regarding travel, transport and points of entry requirements for health emergencies is an asset. International working experience.

Skills

- Familiarity with public health issues in relation to border health and cross-border population movements, including requirements in relation to travel, transport and points of entry during health emergencies. - Demonstrated knowledge of global health, complemented by a high understanding of the International Health Regulations, including international travel, transport and points of entry issues. - Knowledge of other relevant international agreements on border health, including with respect to international travel, transport and points of entry. - Knowledge in partner coordination in the area of border heath, including on issues related to international transport, travel and points of entry during health emergencies. - Excellent communication skills with proven ability to write in a clear and concise manner. - Excellent presentation skills. - Tact, discretion and diplomacy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5242 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
