Org. Setting and Reporting The Air Navigation Bureau (ANB) provides technical guidance to the Air Navigation Commission (ANC), the Council and the Assembly. The Bureau also provides technical expertise in aviation-related disciplines to States, industry and all elements of the Organization. The ANB develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS), for further processing by the governing bodies of ICAO. The ANB also develops related procedures and guidance material, manages the Universal Safety Oversight Audit Programme (USOAP) that monitors States on a continuous basis, implements and maintains the Global Aviation Safety Plan (GASP) and the Global Air Navigation Plan (GANP), including its aviation system block upgrades (ASBUs), produces yearly safety and air navigation status reports, and provides general direction to the Regional Offices.

The Technical Officer is in charge of maintaining the Annex(es) relevant to her/his area of expertise, providing specialized technical advice, guidance and technical expertise in relation to ¬¬her/his field and developing/drafting proposals for amendment and implementation of Annexes to the Convention on International Civil Aviation, related SARPs, CAPSCA, PANS and associated guidance material, and other ICAO regulatory documents. S/He also manages the expert groups that support the development of related SARPs, CAPSCA, PANS, and associated guidance material. S/He also has the responsibility to provide technical advice, briefing materials, working papers and technical studies, and to serve as Secretary to the related Panel, other panels, Committees, and/or study groups of the Air Navigation Commission (ANC).

The post reports directly to the Chief of Aviation Medicine (C/MED) but may report to the Deputy Director for special assignments/projects. S/He works closely with other Chiefs and Officers of ANB, other Bureaus and the Regional Offices.

Responsibilities Function 1 (incl. Expected results) Contributes to the development and consideration of related working papers/technical studies, guidance material and other documentation in the fields of aviation medicine, aviation psychology, mental wellbeing and public health events affecting aviation, achieving results such as:

•Provide technical input to working papers, State letters and other documentation, for the facilitation of technical discussions, and the presentation of relevant Annexes, PANS and CAPSCA amendment proposals to the ICAO Assembly, ICAO Council, Air Navigation Commission (ANC) and the Air Transport Committee (ATC). •Prepare technical studies and working papers for the ANC, ATC, CAPSCA, international conferences and international meetings. •Review for technical correctness, draft guidance material and develop documentation for publication. •Support the ANC, ATC and Council through the provision of specialized technical advice and the development and recommendation of solutions in relation to aeromedical and communicable disease risk assessment and risk management.

Function 2 (incl. Expected results) Serves as Secretary to the Medical Provisions Study Group (MPSG), Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA) and relevant medical working groups and/or as Technical Adviser to relevant specialized Panels, ICAO Committees, study groups and other panels, and/or other expert groups, achieving results such as:

•Lead, contribute to and/or facilitate the harmonized and timely development of related provisions, through liaison with associated entities such as panels, committees, working groups, etc. •Write and manage documentation, such as working papers, presentations, information papers, briefs for the MPSG, CAPSCA and its working groups. •Draft MPSG and CAPSCA meeting technical reports in cooperation with other Technical Officers and Panel Officers. •Follow up on actions arising from the discussion of papers and recommendations, decisions or outcomes reached during MPSG, CAPSCA and Working Group meetings. •Examine draft proposals for the development or amendment of relevant Annex(es), PANS and CAPSCA documents and manuals, for quality and consistency with ICAO policies and provisions. •In coordination with expert group members and other ICAO and technical entities, disseminate and share information supporting the work of the group. •Establish, and maintain current, an interface between the ANC, ATC and the relevant expert groups; report group activities accordingly. •Coordinate all aspects of the MPSG, CAPSCA and relevant medical Working Group activities, meetings, training, special projects and events. •Keep abreast of significant trends and technological developments in the fields of aviation medicine, aviation psychology, mental wellbeing and public health events affecting aviation. •Provides support in the preparation and regular update of individual consultant projects, forming part of the Working Group activities, •Consolidate all deliverables in accordance with the Terms and References of each contract in cooperation with C/MED and HR. •Consolidate all financial records in cooperation with C/MED, HR and Finance. •Identify discrepancies in the deliverables and project budget and, if necessary, raise an alert to C/MED. •Act on behalf of C/MED with Performance Evaluations and other relevant documentation, when required. - Manage relevant communication with consultants in relation to Work Group activities.

Function 3 (incl. Expected results) Acts as a subject matter expert, assisting States and international organizations with implementation of Annexes to the Convention on International Civil Aviation and other ICAO regulatory or recommended documents, CAPSCA recommendations and the WHO International Health Regulations, achieving results such as:

•Analyze issues raised by States and international organizations and propose solutions. •Reflect new operational requirements, new procedures and technological developments in proposed amendments to Annexes, CAPSCA and PANS. •Analyze and /or develop proposals for the amendment and/or implementation of relevant Annexes, PANS, CAPSCA and other documents. •Keep abreast of significant trends and technological developments in the fields of aviation medicine, aviation psychology, mental wellbeing and public health events affecting aviation, and contribute to technical discussions and the development of recommendations. •Coordinate with various ICAO and WHO expert groups contributing to the building of global provisions and guidance review. •Provide technical inputs and advice to proposals submitted to the ANC and/or ATC from the Secretariat and expert groups. •Attend ICAO, WHO, CAPSCA, Aviation Medicine and Aviation Psychology seminars, workshops and meetings, provide training, technical advice and commentary, as necessary. •Draft and review related publications, e.g. technical manuals and circulars and create presentations facilitating management review and decision making •Advise and mentor staff on ICAO processes and technical matters.

Function 4 (incl. Expected results) Provides specialized technical expertise to ICAO governing bodies, WHO, States, CAPSCA and international organizations to mitigate potential risks to aviation, achieving results such as:

•As focal point, provide strategic and technical advice, recommendations and guidance to mitigate potential risks. •Develop and update working/information papers and technical briefings and presentations for the Assembly, Council and other governing bodies, as needed. •Identify the need for, and develop, related aviation risk assessment and safety tools, in coordination with WHO, States, CAPSCA and other international organizations. •Assure compatibility between proposed SARPs, the Convention on International Civil Aviation, the International Health Regulations and aeromedical best practices. •Liaise with Technical Officers and expert groups in the Air Navigation and Air Transport Bureau to ensure the consistency of SARPs, PANS, CAPSCA and guidance material.

Function 5 (incl. Expected results) Coordinates the implementation of related concepts, requirements and procedures and represents ICAO in meetings and conferences with external stakeholders, achieving results such as:

•Coordinate active liaison with Regional Offices on the roll-out of operational procedures and requirements. •Plan and deliver specific technical training sessions, internal or external as needed, to support capacity building and communicate developments in the field of expertise. •Build awareness and implementation support through the organization, development, and management of global and regional workshops/symposia. •Represent ICAO at international meetings/conferences, seminars, workshops to brief, discuss regarding ICAO’s work in the field of specialization, and obtain feedback. •Initiate and pursue follow-up action with international organizations concerned with the development of relevant Standards, and convey ICAO’s position.

Function 6 (incl. Expected results) Performs other related duties, as assigned.

Knowledge of the International Health regulations or travel medicine and the functioning of WHO, supplemented by familiarity with global health workforce related issues and challenges. Knowledge of disaster medicine/ emergency preparedness and response. Knowledge of ICAO provisions including the Convention on International Civil Aviation, Annexes, PANS and CAPSCA guidance material related to aviation medicine, aviation psychology, mental wellbeing and public health events affecting aviation. Education Essential •Doctor of Medicine (MD) degree from a recognized university and license to practice medicine as a physician in at least one Contracting State. •Post graduate diploma or degree in Aviation Medicine.

Desirable •Additional training in occupational health. •Additional training in psychology and/or human factors. •Additional training in public health. •Additional training in project management. •Successful completion of ICAO and/or CAPSCA related courses.

Work Experience A minimum of ten (10) years’ experience in a management role in an aviation medicine related capacity, in a government or industry institution is required. Five years’ experience working in a Civil Aviation Administration/Airport Authority is required. Experience working with officials in a Government regulatory authority, including national government and/or international aspects of aviation medicine is required. Experience in managing technical groups, symposia, workshops, etc is required. Experience in advising meetings on regulatory and technical/operational matters is required. Excellent analytical skills, including the ability to interpret medical information, summarize findings and contribute to/ draft reports/policies is required. Experience in public health or as a CAPSCA technical advisor is desirable. Experience in risk management and project management is desirable. Experience in aviation psychology, mental wellbeing or human factors in aviation is desirable. Experience as a Pilot or practical experience of the aviation-working environment is desirable.

Languages Essential •Fluent reading, writing and speaking abilities in English.

Desirable •A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
