OBJECTIVES OF THE PROGRAMME

The Department ofHealthier Population and Noncommunicable Diseases (HPN) regionally leads astrategic, evidence-based, country-centred, coordinated action to improveNCD services to achieve SDG target 3.4.1 and contributeto SDG 3.8. The department contributes to provision of guidance and support forstrengthened demand for and improving access to quality and affordableessential package of NCD services at primary health and all levels of care aspart of integrated people-centred NCD services. Key elements include planningand advocacy, leveraging finance, improving access, quality and use of NCDmedicines & products and building NCD Workforce Capacity to deliver theservices. This will be undertaken through supporting focussed-countries toimplement evidence-based guidelines, tools and technical packages in theSouth-East Asia Region.

DESCRIPTION OF DUTIES

Under thedirect supervision of Regional Advisor- DPR and overall supervision of theDirector, Department of Healthier Population and Noncommunicable (HPN), theincumbent is expected to: Support the implementation of the World Health Assembly Resolution (WHA 71.8) on Assistive Technology including necessary technical and capacity-building support for Member States in the Region. Support and liaise with National Data Coordinators (NDC) to collect country data on access to assistive technology and best practice examples at least from seven SEAR Member States for the Global Report on assistive technology and be the regional focal person for data collection and analysis. Provide technical expertise to SEAR Member States in undertaking situational analysis, and developing and implementing national assistive technology policies and plans and apex national AT centres, aligned with national priorities. Support Member States to develop national/regional/local AT programmes including developing assistive technology national roadmaps and essential assistive products list with specifications. Support in organizing a High-level assistive technology regional conference and other meetings as required. Promote assistive technology in the regional activities and different department initiatives e.g., Ageing, Neglected Tropical Diseases, and within the department e.g. Non-communicable Diseases. Developing assistive technology related collaborating centers in the Region. Support development of department workplans, budget proposals and resource mobilization. Undertake any other activities as required. Submission of end of assignment report (mandatory).

REQUIRED QUALIFICATIONS

Education

Essential: A degree in publichealth, rehabilitation science/engineering, biomedical engineeringor closely related field. Desirable: Specialization in any branch of assistive technology or professional training in assistive technology.

Experience

Essential: At least five years of experience in the field ofassistive technology in anyorganization or in the assistive technology industry or serviceprovision authority; covering a wide range of assistive technology associatedwith disability, ageing, communicable and non-communicable diseases, especiallyin low- and middle-income countries. Demonstrated experience at theinternational level. Desirable: Experience ofworking in collaboration with scientists and/or researchers with diversebackgrounds, government, and non-government organizations and the assistive technologyservice provider with a proven record of accomplishment in producing results inthe field of assistive technology. Publishedin international peer-reviewed journals, membership in professional medicalsocieties, etc. -

Skills

Broad knowledge of principles, practices, methods and technologies in public health management, especially in areas of his/her responsibility. Ability to have close collaboration with nationals and staff members. Excellent drafting skills to produce reports, policies, documents on subject matter(s) and deliver verbal presentations.Knowledge of functioninginternationalmulti-disciplinary expert teams and networks.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1865 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
